appeals board number two. and there are two boards. and board number one, which we voted on just prior to this item is authorized to hear appeals regardless of value, type, or location. board number two, which is the current item, is authorized to hear all residential property of four units or less, assessed at less than $-- [inaudible] , as well as applications concerning real property located within the assessors blocks. so it's a little technical, but there are two boards. each one of them has a unique role. so with that, colleagues, any comments? supervisor alioto-pier? supervisor alioto-pier: thank you, supervisor campos. let me start by saying that i am ready to support both mr. perez and ms. ruxton today, their reappointment. i am a little his want it that third seat. ms. lewis, your presentation was very good but my hesitation sheer that mr. conlan was not here to answer questions. not that we asked any, but it's nice to hear of people's experience while they're on the commission. so i'm a little hesitant to move forward on filling that third spot. i'd like to know what your feelings are on this, colleagues, but i'm ready to move forward on mr. perez and ms.

location, same size, a tiny bit smaller. they're now obscure. their replacement windows, not new construction. we received the appeal from the boardof appeals and stopped work. we installed the windows and the interior. the building code requires us to maintain our building. they are a direct replacement. it would also have one other when no on that same permit, but that was not in dispute. we have this one also. we just put it on the same permit. the windows are a direct replacement of windows that were already in existence we wanted to increase privacy for our neighbors and ourselves. they stated as if the windows are new openings, and they are not. it actually increases their privacy and to minimize noise. we intend on being good neighbors and apologize for the noise that the work produces. my husband spoke to discuss the issues. she was forthcoming and polite and described this was a negative experience with the windows wide open. we do not intend on being inconsiderate towards our neighbors. she had also been ill during our renovation. we apologize for this construction and for the inconvenience the work has caused. projects

board of regulations status pertinent to the port specific locations with topographical conditions. it will also conclude -- include our administrative procedures. so that we are able to process and permit applications and appeal to building code decisions. this includes a building code with a goal -- a goal of reducing greenhouse gas emissions to 20% below the 1990 levels by the year 2012. as stated in resolution 158-02 in the city's 2004 climate action plan. we will have a water conservation regulation, construction debris management regulations, and commercial ratings efficiencies concluded in the building code requirements. they will all be very similar to the san francisco building code requirements, which are more stringent than the state. the state pretty much addresses only new construction. we will include remodeling and construction that is not new. the schedule, we are working out at right now. engineering staff is meeting with our environmental specialists currently and we plan to have a final draft posted to the public from november 15 through november 30. with a request to be adopted by the effective date of january, 2011. in summary, the 2010 court building code will adopt that california buildi

board members. hi name is angrily king. my house is located at 490 pennsylvania avenue, which is a block away from the two houses that are requesting. i am here to support their appeal and to grant a recommending of the lot split. i support their lot split request, as many of the neighbors do. i don't understand the opposition. i think that most of the -- the few people who are opposing the lot splint are upset because they lost the initial discretionary review hearing several years back. many of those neighbors live in very large homes throughout the neighborhood. throughout the years i have driven by these two properties, and i have always thought they were two separate properties. one is a cottage that faces 19th street and the other faces pennsylvania avenue. they are divided by completely enclosed fences, so they look like they are two properties. they look from all appearances like two separate lots. it wasn't until i was informed that they were t.ism c. properties. i don't think there is a negative impact to the neighborhood with this split. we have tiny cotages on little lots and large modern homes. a lot split for these properties would not be out of charac
