lofgren: thank you, carolyn. i want to thank my fellow committee chairs for joining together on this important legislation. the reforms in this bill weren't what many of us planned to do when we started this congress, but after witnessing four years of the previous administration's grift, corruption, and disdain for democratic norms, it looks like they're necessary. some of you may know that many years ago, while i worked on the staff of my predecessor, congressman don edwards, while he was working on the judiciary committee on the impeachment of richard nixon. after nixon resigned, congress had landmark laws and reforms to change the way politics was conducted and to prevent a future president from similarly abusing the power of their office, like nixon had done. those measures were aimed to prevent exact tiff abuses. they -- executive abuses. they increased ethics requirements. enhanced finance disclosure. they worked well until the previous administration's blatant disregard for the rule of law. we saw a forme
