i am john loftus, commander of investigations. sir, you are correct. there has been a flare up. we have had five homicides outside of those the chief judge spoke of. in district 11, in your district. the first occurred back in january. it was a homicide occurring at 26 regent. it involved a stabbing. two men fighting and one was stabbed and killed. the homicide was cleared with an arrest. and its attorneys prosecuting the case. with respect to the gun violence, the more recent violence, beginning in april on april 1st at 356 louisburg, we had a homicide that we believe was related to a robbery. it was a gun homicides that occurred in a victim's home, in their garage. that is an open and active investigation. on april 24th at fairmont and plymouth, another homicide, also in the omi. that was a gun homicide. that was an open investigation. that one occurred on the street. on may 11th, we had a homicide at 158 broad. that was a gun homicides. we believe that very well could have been gang motivated. two members of a rival gang were arrested for the homicide and that case was over -

i wanted to invite commander loftus. thank you for spending the day with us. i know there is no funding coming in, so it might be an increasing challenge for the police department. >> very nice to be here. good morning. let me begin by saying the police department is very supportive of the efforts of the adult probation department and the partnership in their efforts to rehabilitate the prisoners. however, we are a public safety law enforcement organization. when there are people released, and a lot of these folks have committed a number of crimes, felonies. when they return to the population, we would expect to see some kind of direct impact on crime levels. what we have seen to date, from june 2011 to june 2012, it is a 16% jump in burglaries, 14% hike in the rate of auto boosts. we cannot attribute this directly to those who have been released under this program, obviously, but we do think there may be some kind of impact when we have 400 inmates from state prison systems out into the population. what we're doing to address these issues is we have a unit wh

commissioner loftus: i reviewed the prior incident because it was in the packet but i feel like i can say that given the timing and all of that was not a factor, it was not the largest factor in my determination. i think this is a case for revocation. what is really important is anyone who potentially carries a gun, anyone, you see the list of things it patrol special has, handcuffs, a baton, has to have unimpeachable, unassailable credibility. we talk about that. people feeling safe. i think we have an obligation to look at really what happens. what we have is a patrol special who is not authorized as a peace officer. does not have that status. attempting to, based on the specifications, represent themselves by word or by deed as a peace officer to get a glock 15 rounds. if you looked at the guns, i agree with strong advocacy on behalf of mr. silver but the facts are not in your favor. it is very clear what guns that are able to have. it is like a .38 and .357 magnum. i think the risk to get a weapon at the regular public cannot get is serious enough to warrant termination. >> if i m
