and commissioner loftus, needs no introduction. and willie brown, tremendous friend of the police department. i don't know if we have been blessed to have a mayor more supportive in our hiring plan, than mayor lee. i appreciate everyone working together to support us here in san francisco. now to the matter at hand. we are privileged to be here of the 56 sworn officers that are sworn to the rank of sergeant, captain and deputy of chief. in all endeavors leadership is critical to success. as we move into the first half of 2013, solid and sound leadership as commissioner loftus spoke us is critical to the success of the san francisco police department that challenged our able to provide top-notch law enforcement due to staffing and budget challenges. this past year we were expected to do more with less, and this expected to be the new normal. not only did we persevere, we excelled. we went into the neighborhoods and heard them. we lived through one of the busiest december in san francisco, and a good january and february, we can talk

. >> commissioner loftus is in route. >> mr. president, you have the quorum. >> well, thank you very much, inspector monroe and welcome ladies and gentlemen to the san francisco police department's police commission community meeting we are going to have a few words from supervisor ferrel who represents the district. supervisor, ferrel? >> thank you. >> can you guys hear me okay? >> yes. >> all right. >> well, thank you, first of all, thank you pr mazzucco and thank you for the police commissioner for coming welcome back to district two. and i want to say thank you to all of the residents who are here and i see not only a lot of the fellow san franciscoans here but i see a lot of other members and i want to thank fellow westrake for hosting us here. as he mentioned the police commission does this once in a while and comes on for the different districts and it is a chance for the members to see what happens with the police commission and more importantly give a voice to people, and allow people to come up to speak to let people k

and so that point, i will have our deputy chief loftus discuss that more. but all in all, i am, i have a regular daily conference with either vaj or josyln and i believe that we are on top of all of the issues that come up. broad way, as you know has been an issue, in the last three or four months, and because we took immediate action from director cain and we shut down one of the places on an emergency 72-hour suspension that place never reopened and i believe that reduced our problems significantly. and so we are mainly when we go out, we are concentrating on polk street corridor and the union street and the broad way street geary street and 16th street corridor. >> could i ask you a question. >> what exactly, you said something about a disservice to the public, what did you mean by that? >> well, for instance, if you go back and look at a tape tuesday night, last commission hearing, there is an issue with one club which has been an ongoing problem for sound proofing they had agreed to continue it and get the sound proofing done. the police department den

presentation on the data that she sees from the last few years and we do have a deputy chief john loftus who is in charge of entertainment for the san francisco police department along with several of his inspectors to also make comments. so with that i would like to... acknowledge our colleagues, supervisor weiner is here and he also has a few words that he would like to add. >> chairman? >> go ahead. >> thank you. >> and thank you, to president chiu for calling this hearing. so, night life which is an issue that i have worked on quite a bit, and is really in my view at the heart of the cultural identity of our city. and it is it keeps our city, and helps to keep our city, diverse, it brings music, and art, and vibrantcy and young people into our city and keeps our city as a really vibrant urban mecca and it is critical that we support and continue to strengthen our entertainment music, night life scene in san francisco. we also know and this is one of the first things that i did when i took office that i requested the city economist to prepare an economic impact report on night life in

[ applause ] >> as the da makes his way up there, i know that commissioner loftus was the commissioner assigned to northern station and i was at first and the commissioner lives in the district and he is here. >> my name is mark soring and i am the neighborhood prosecutor for the san francisco district attorney's office. i have met a lot of you at other neighborhood meetings and most of other commissioners that i used to work with commissioner loftus. i also live in the district. so, just to introduce myself and give you guys a brief overview of what i do. this changed a little bit since you guys were prosecutors for this district. it is my job is kind of three-fold, and the way that i see it, it is one to help the community, by coming to the community meetings like this and hearing what people have to say, specifically on criminal justice issues. two is to help the officers in the northern station and the captain by kind of providing a link between them and our office that is right at hand. i work for part of the day out of northern, out of northern station, so, i am

. >> commissioner loftus? >> i love to get to hear the fellow commissioners talk about themselves and the love of the city and it is wonderful. i'm native san franciscoan also. i live in the sun se. my husband and i are raising our three daughters in the city i am a former prosecutor with the san francisco district attorney office. and one of fast vorite things to do is to get to be the neighborhood prosecutor and so i am very familiar with the great community partnerships and the legacy of the chiefs who respect the community's ability to help to solve problems together and i think that is just really great about coming out to these meetings. for my day job, now, i, like dr. marshal, i work in the bay view for a non-profit for the center of youth wellness. where we are trying to improve the health of children who have been exposed to abuse in the home. and i encourage you, now is your time, sometimes we will hear issues that come up at community meetings and get followed up with the department and things chan

i know that commissioner loftus used to work with the district attorney office and we have had great conversation s with them to make sure that the district attorney office is aggressively prosecuting them so that we can get the individuals off the street. we know that if you take one criminal off the street who is out breaking into cars, we have probably saved ten car break ins for the day and that is an important thing for us to work on. >> we have a representative from the da's office >> we do, we have mark who is my community, district attorney, and he may come up and introduce himself when i am done here. and i invited him and he works hand in hand with the officers at northern station, when we have issues involving community courts or

evening or two days that they can to sell items i know that you have had the discussion with chief loftus before and one of the things that we are trying to do all city-wide is to identify those individuals because if we know we need two things and if we can arrest them so it is not always the best solution and they are off the street and unable to commit the crimes and i am concerned that it is a bigger umbrella picture of trying to deal with those addictions to not necessarily through the arrest, trying to get them some other way that they can get, some help with the criminal dependency, and that becomes a mental health issue which is another large subject that the city deals with and however we deal with it, whether it is through making arrests or through, giving in the help that they need through the addiction and when we take these individuals and work with them in those two areas, we see the numbers go down. so there are areas that are more prolific in the northern district for car break-ins because of the activity that is there. and when we center some of our enforcement actions in

i know that commissioner loftus has well as director hicks was able to be with us on february 20th where we held a ceremony for 56 of the members these people were promoted to the ranks of sergeant, lieutenant, captain and even two deputy chiefs. ats an infrequent occurrence when we get to this these celebrations, but it is a real chance to for the people who get promoted but it is the chance for the families to get to celebrate all of the hard work that come out of that. and i thank you commissioner and i thought that you spoke nicely and it was nice to sit next to you and make small jokes. that was february 20th. >> the chief attended a panel on tracysingal age and partnership and described our relationship of working with the youth. we have collaborated and continues to build a relationship with agencies. others on the panel were the district attorney, chief probation officers, wendy seal and jeff danace and the mayor's office. >> on february 20th, to the 22nd, the wilderness program, provided a backpacking trip to angel island, 11 students, two teachers and one very over worked offic
