>> commissioner loftus, i should say president , loftus. >> i don't want to take credit for the department bulletin, that was something that chief suhr on his own determine%backer determined was necessary. >> only because i knew that was what the director wanted to happen. >> ladies and gentlemen, we are seeing a love fest. >> call the next item. >> two c, commission reports, xhix president's reports and commissioner's reports. >> yes, this weekend, i had the good fortune of attending a play called the haze, it is put on by a woman who is a survivor of a rape that happened here in 2010, and it is the story of her and she come before us in this commission and it is the story of her experience, not only of being victimized by the perpetrater and waiting for the system and waiting for her kit to be tested and i know that the chief did significant work on identifying what the break downs were in 2010, before the chief was in charge. and some changes were made at the crime lab, and some policy changed were made around eliminating a backlog and moving for ward in a way that does not leave any di

as we pulled out, we seen the dog run down loftus. >> neighbors say the dog eventually ran home. >> she's really nice. she would give us stuffed animals and toys. >> police are hoping the information given by witnesses will help them find the driver. in pittsburgh, lyanne melendez, abc 7 news. >>> a surfer rescued a boogie boarder who got in the trouble off ocean beach this afternoon. lifeguards and san francisco firefighters make sure that nobody else was in distress. this happened near the cliff house once the boogie boarder made it back to shore. the warm weather attracts people to the beach. rescuers say there are safer ways to cool off than getting in the water. >> we have a really strong rip. cold water. and people lose their lives here every year. it's not a joke. >> don't get in the water. it's aggressive. as we know, the beach current are treacherous. one time this was considered the most dangerous beach in the world. this is not a place to be tore recreational swimming. stay out of the water. >> a coast guard helicopter searched the water after somebody reported a second swimmer

great group of young officers, joining the department and it was great to be there and commissioner loftus joined me and so the good news is that there are 34 more officers out on the street and we have several classs in there and the chief gave a really incredible speech and he actually referenced the captain johnson, from st. louis and he asked that all of the officers follow in his lead. and be inspired by him. and his willingness to do the right thing and it was powerful and so thank you very much and for the members of the department, if you are watching tonight, get to work. >> commissioner melara? >> yes, i just want to report that last friday, i attended a meeting at the mayor's office in regards to a plan that has been proposed by the members of the latino community, and it is called the road to peace and it is a plan that it is trying to address the violence in the mission district. and so, the mayor's office has been working with this group for some time and i was invieded to attend and the mayor's office has committed to looking at potential sources of funding to put the plan i

. >> congratulations to commissioner loftus for being president. >> thank you. >> and yes, i do actually have a special station and it has been a immense pleasure to work with the captain and i appreciate his leadership and actually president chiu mentioned one of the things that i was going to talk about is the boundary lines between particularly actually central and northern and tender loin and figuring out how we can do the better coordination work there and we did have a great event today and it is the boundary line between northern and tender loin, and it is the playground and it is a really important corner stone of our district because we have the fewest parks and the smallest parks and actually david chiu has come very close to the district six and the few open spaces that we have and we want to be sure that they are safe and their families use them and that is the adults use the multiuse parks and so the sergeant, we really want that to be a safe hub for a family in the neighborhood and to increase the patrol in that area and also want to figure out how to deal with the path roo

loftus -- lots of victims families. >> host: what kind of an impact will that have?>> guest: like madd. it will also have an impact on legislators. i want to be careful not to be too prescriptive but on the tough loss side i think what i'm hearing from public safety advocates is unless laws are tougher and less people really feel afraid that they are in jeopardy where not going to see a reconciliation between attitude and behavior. they won't come together until people feel like it's more than a slap on the wrist. what does that translate to again? i do want to be too prescriptive but there are solutions in the book and i think legislators coupled with public safety advocates are talking about tougher penalties. >> host: it's important and it's very helpful. tell us a little fit in the last few minutes about your personal experience and how did you come to write the book? how did it change her behavior? you were a reporter in the thick of it in silicon valley. what changes in your life have you made and how is it changed your thinking about attention and distraction
