chairman, lois lerner won't talk to us. she'll talk to the justice department because she knows that investigation. she'll talk to the people who can put her in jail and she won't talk to us and the guy who can give us the e-mails won't give us the e-mails. here's why today's hearing is so important. the c-4 rule that's being proposed that got 149,000 comments would codify what lois lerner put in to practice. would, in fact, accomplish the goal that she set out to do in 2010. the c-4 rule, we had a hearing three weeks ago, mr. chairman. we had a hearing three weeks ago where we had aclu, tea party patriots, the motorcyclists association of america and the homeschool legal defense. all four of those groups came to that hearing and you know what they all said? this rule stinks, and should be thrown out. think about that. from the aclu, to the tea party, from homeschoolers to harley riders, everyone knows this rule stinks. everyone knows, except the irs. and now today, we get a chance, finally, to question the guy in charge of

according to darrel issa, it shows detailed evidence that lois lerner took unprecedented steps to crack down on conservative groups and misled congress. what does the report give? >> one example is an e-mail by lerner about looking at the tax exempt groups and wants them to be careful not to look too political. this 140 page report was put together by house republicans on the oversight reform committee, headed by congressman issa. that's the committee that tried, unsuccessfully to get her to answer questions about heading up the irs. as the extra scrutiny of the irs was beginning, this shows that lerner sent an e-mail to others in the department saying, quote, okay, guys, we need to have a plan. we need to be cautious so it's not a political project, more of a 501c4 project. the report says that lerner misled congress when she said procedures for evaluating tax exempt groups had not changed. they suggest in june, 2011, lerner initiated some of the changes. gretchen? >> we know lois lerner claimed . does she have a response to the revelations today? >> not to the revelations today. it ca

we have been talking about lois lerner.ing at some of the e-mails and testimony of irs officials which you have access which indicates this isn't just a caning rue investigation there is meat to the allegations. what can you tell us? >> it starts with them criticizing the court decision in the state of the union. as you remember it is unusually for a president to criticize supreme court judges to their faces which is what he did. that signal to the irs and others it's open season on citizens united. there are e-mails to lois lerner where she says perhaps the fcc federal election commission will save the day. save the day fob whom. there are e-mails she got about democrats maybe losing the senate. her response was that would be worse than the republican president. there are e-mails where she said we don't need that project to appear per se political. she e-mails the coke brothers name but she says what was she talking about. >> that is exactly what this is about. she is a card carrying democrat she did not want the president
