since the loma prieta earthquake we have made great strides. we rebuilt the city stronger, and great strides in retro fits especially on the bay bridge and new buildings. and the catastrophic plan under nancy's leadership and the partnership with fema, we've enhanced some warnings and made a concerted effort to focus on personal preparedness and get message out residents really need to help take care of themselves and others. so i am pleased to be part of the legacy and want to thank all of you for your hard work, time and effort to help others. so thank you. [applause] >> a little transition work here. jim? >> thank you. thank you mike for joining us today to commemorate the 22nd anniversary of the loma prieta earthquake. i'd also like to thank our community partners and those supporting our event. kqed served the people of north erin california and offer many different experiences and viewpoints, promote inclusiveness and respect human dignity. we are proud to have them as a partner today and in the preparedness. that the time i'd like to ask

loma prieta means dark mountain. and we would always say during the earthquake we were kind of on the dark side of the mountain. san francisco did an incredible job but to give you a little bit of background to the city. i think this experience also brought me to city government. i had worked in the non-profit field for over 25 years. the city of watsonville was not prepared to communicate with the 60% spanish-speaking community. the city was in a political conflict with its mexican-american leadership ruling by the supreme court to go from citywide elections to city elections that were to occur three weeks after the earthquake with the hope of its electing their first latino councilmember in years. neither the county nor city had a strong relationship with the spanish-community organization and after the hospital and the foundation was damaged, our county health department headquarters was about 14 miles away and we quickly knew that we were on our own. and our clinic staff right after the earthquake continued to pr

i would be remiss that i wouldn't mention that mayor bates was part of loma prieta. he and his wife worked hard to make the city of berkeley a national center of disaster resilience. mayor bates will discuss the importance of citizen awareness as loma prieta engaged with the city to address emergency preparedness headon. let's welcome mayor bates to the podium. [applause] >> thank you, paul. thank you very much. it's a pleasure to be at this beautiful building and i was reflecting back and i was at the baseball game 22 years ago. how many of you were at the baseball game? i am the only one. two of us. i was sitting underneath the -- canned really stick park underneath second deck when the earthquake happened. the whole deck was like moving over us. i was thinking, that close from being killed because if it came down it would have been a disaster. the trick was trying to get back to berkeley. i come on public transportation and a friend of mine had a tv. as you can imagine one of these portable tv's. we realized that it wasn't running and the bridge was down. so it wa

work here in the bay area to address the a lot of deficiencies and issues that became apparent after loma prieta. also i think it's important to acknowledge a lot of our community partners and having worked down here in the bay area for a couple years as part of the bay initiative. we have emily white and greg smith here from red cross who are part of our advisory team. alyssa domo who carries the flag forward being executive director and working with a lot of nonprofits in san francisco and even extending elsewhere now. now a lot of the work that's being done is being done throughout the state. also here hodge who is a huge partner from the faith community here in the bay area representing hunters point bayview area and just did a tremendous job in boosting awareness and preparing that community for a lot of different hazards that could strike them. also yokilly recommendo. another intermediary group that works with nonprofits. once again, the bay area is just an incubator, just so important in terms of this whole concept. i also wanted to mention a lot of the work that's done in the pri

ask, jim, is the last one that we had which is like looking back at the last two-plus decades since loma prieta, you know, what concerns us collectively as a group, you know, most about our current response and recovery capacity and what do we think our greatest stride has been the time as regional community to engage bay area communities to become stronger and more resilient? what has worked and what do we really need to focus on for the future? that is really what it comes down to. i am just going to throw that out to our panelist or to the audience. first off, let me see if there's any comments from the panel. come on. >> i just think we've come so much further on the communication side of it and i think -- when i think not being able to call someone for seven or eight hours and now the idea that you can text, i think that's one of the biggest challenges, how do we take that new technology -- not new -- but newer and use it in a way that can help us both before and after and i think that's a huge opportunity for all of us. >> i just like to say one thing, too, that i think people now

kevin will look back how the loma prieta earthquake affected the important commercial and residential area around the fisherman wharf's area to form the community benefit district serving the neighborhood to this date. >> good morning. 22 years ago i was working in hayward, california, and i thought i was prepared. when the earthquake hit, growing up in california i learned to dive under my desk, which i did, and walker in the parking lot and didn't know what to do next when people were telling us what happened and we were trying to figure out what to do. i had $1.25 in my pocket and i had about a gallon of gas in my car and i sat for seven hours at the san mateo bridge before i realized it wasn't going to happen and i turned around to find a place to stay that night. i am talking about a business district and the work we do to prepare because so many of us will be at our place of work when disaster strikes. the fisherman wharf's community in 1989, i wasn't working on the wharf but i talked to some of the people that were. again, people ran out in the streets. they didn't necessarily

merrill loma park improvements club. i have a question for the administrator. you mentioned in your budget presentation that our city expenses are increasing a lot faster than our revenues, more significantly. could you identify the main cause of the main expense lines going up and that is responsible for that situation? thank you. >> again, i think there are many pressures that the city is facing. about half of our expenditures, just so you know, are spent on salaries and benefits for our city employees. and we're seeing significant pressures in that area. our employees have not taken raisins -- races for the most part in several years now and have actually taken pay cuts. however, as all of your very well aware, health benefit costs for our employees continue to rise at a quick pace, and our pension costs continue to rise. again, because of the downturn in the economy that the city is now having to deal with. our pension fund is still sort of reeling from the impacts of the downturn and the hit to our benefit trust from a few years ago. so benefits are one of
