it liquefied in 1989 during the loma prieta. it was similar to what happened in the marina. >> as they move along and developed treasure island, the developer also has to provide stabilization programs. >> the sand has to be strengthened so that it will not liquefy. the buildings have to gain support below the sand in more confident material. >> we were talking about the waterfront. here's the very building. here is the intersection of the water and the land. the area where the ferry building is now was what? >> it was silt. to create the embarcadero, they had all of this exposed rock. they decided to mine telegraph hill for the rock and build a levee and bill in behind the levee. they blasted the rock. it was illegal but they did it anyway. they took the rock and built a rock dike all along here. beneath the fill the latem are of this mud with the consistency of jello. that layer may be as thick as 110 feet. >> is bad dyke founded on the mud -- is the dike founded on the mud? >> it is. when they dumped the rock into the bay mud

i have to admit, over 20 years ago, when the 1989 loma prieta earthquake took down the freeway, i had close family and friends in chinatown that were my concern. the chinese community wanted the freeway replaced. freeway opponents pushed for the freeway removal instead of the repair. at first, a cost traffic woes, but soon, drivers readjusted. what we all forget, prior to the earthquake, there was strong opposition to remove the embarcadero freeway. in 1986, voters rejected the board of supervisors'proposal to remove the freeway. opposition claimed it would cause major gridlock. the proposal was the dividend. there were eat -- there was even a 1000-page eir supporting the measure. one of the supervisors and even the love of columnist for lilly were opposed to the freeway removal at the time. we were wrong. -- originally were opposed. it took as quick to show us. 20 years later, there is a brighter side. the embarcadero is given a chance to reunite with the waterfront, starting with projects like the very building and tears 1.5, 3 and 5, a project that i was delighted to participate in

reborn as an adjunct of the western addition with the dismantling of the central freeway after loma prieta-aened the reinvestment within hayes valley is now becoming this kind of chic area which i hope disp not lose its populism. lower haight is a wonderful help place, but it has suffered because of crime, i believe, and some of the economic downturn that we have noticed post dotcom implosion. upper haight has always been just a mecca. it deserves collective attention in making sure haight ashbury is not compromised but also an area we want to make sure is accessible for all. cole valley neighborhood, you know, to haight, is a bit of a hamlet, an enclave near the haight, in between there and ucsf and inner sunset. inner sunset, it's just a great swing area. what i mean by that is you just have such a great combination between merchants and residents, mass transit hub, a lower pac heights, certainly wants to enjoy the prosperity of pac heights but not want to lose its diversity that spills over from the fillmore western addition area. north of pan handle is a composite of everything i have just s

reporter: you are part of the department of parking and traffic in san francisco and you were here for loma prieta. describe for us how this is reminisce sent somewhat of that with power outages longstanding. >> it's a lot almost like deja vu. it's like, boy, to hit this close to home and see the fire and the flames and everything, it's really, you know, shocking. you don't think something like this would happen. you know, people just -- you know, people in conversation, the people in the neighborhood, just the devastation that happened so fast. and it was just overwhelming, you know, like how could something like this happen? you know? >> reporter: right. there were some eyewitness reports of homes -- these are two story huge homes going down in 20 seconds. >> yes. the fire response was quick, but something like this gives you -- you know, flames and the smoke was just overwhelming. >> reporter: question about looting, you heard reports from neighbors and police officers responding already to possible looting calls in this area? >> yeah, down the blocks where they asked people to evacuate and the
