and since then, yeah, ever since actually loma-prieta, there's been somewhat of a resurgence very smallompared to what it was in its height. >> a fire boat. we still have a couple of fire boats. in fact, after loma-prieta earthquake, the phoenix which is the boat on the right, went and pumped water out of the bay into the portable water supply system, it's called. portable water supply system up into the marina. and that water was what was used to put out the fires in the marina. so based on that experience, instead of selling the phoenix, which was the intent of the city at that time, the city actually went out and they bought the guardian from surplus, i think it was from seattle, is that right? and they brought in the second fire boat. we now have two fire boat stations right near the ferry building. there are lots of long waterfront. lots of reminders of the history of the city. and here is one of these old fog horns which is no longer in operation. i think they've all at this point all except the ones all on the golden gate bridge have been replaced with electronic calendar. and wh

in 1989 in the loam loma prieta event (inaudible) understand our interdependancies and we launchd an inder dependancy study earlier this year. this will benefit all our operators as well as the region's businesses and residents. first we want to build on an understanding of all of our existing system interdependancies and the consequences of existing conditions to help expedite sppbs and restoration planning among agencies. with this we will also identify the key assets and respiration of priority schemes to prioritize and restoring and rebuilding our city and ultimately the region after such an earthquake. we will then work to develop a set of life line expectation under current systems and standards developed over the next decade. you can imagine as you see from the slide behind me this visualization of a complex network of interdependancies that exist among a wide variety of life lines we count on every day. for example, a crucial role is communications will play in helping the life lines cooperate opt mately while disaster is captured in the dark blue grid on the left. additional

shaking and this is what we've learned through many years of study since not only 1906 but 1989 loma prieta i sign this for not only for the things we have to do, but we have over 200 projects that are under way because the voters know we have to do a lot more preparation and we'll continue doing this. i'm glad the board has hearings. this ordinance also takes care of tenants who feel that maybe the cost might hurt them and we have devised a plan that will assist them that needed some economic help. average building will spend about $60-130,000. everybody has been involved to preserve our housing stock. if there is a seismic event because of this ordinance and implementation they will stay in our city and make sure they survive and not be hurt by a soft story building structure. with that, are we ready to sign? all right. let's get it done. >> there we go. community ensure that just as we had to recover after the 1906 fire just as we recovered after loma-prieta in 1989, we know that the big one will hit us with a certainty over the next 30 years and we have to be prepared. but san francisco is also ground zero for another wonderful phenomenon, and that is the sharing economy, the collaborative consumption movement that many of the folks here represent. i want to thank those of you who are innovating, thinking about how can we better use resources, how can we better share services, how can we ensure our housing, our transit, our tasks a shared among each other to maximize benefits for all our local communities. today obviously we are merging these two things, emergency preparedness and shared economy. mayor mentioned hurricane katrina. before i became a supervisor i spent nine years running a technology company. a few years after hurricane katrina, i was asked with a national team to go visit new orleans to figure out what we needed to do to get literally hundreds of websites up for nonprofit and city agencies that were looking to provide hel

funded through the community to commemorate all that happened october 17th of 1989 related to the loma-prieta earthquake and the fires that followed in the marina district. it's a project i believe that's nearing three quarters of a million dollars, community funded, but also something that is near and dear to the department. and it's something that we want to partner with the community out there to build and to see as a commemorative aspect to what occurred in december of 1989 -- sorry, october of 1989. >> to add to the chief's comments, this is something that's been brewing in the community for about a decade at this point in time. we've done some fund-raising around it and we're compiling other resources as well. but the idea is given that the firefighters and certainly the fire boat in phoenix and the books have been literally written about it really saved that area in town is to build a memorial for the firefighters who did it that day. that's the entire project. >> okay, thank you. i just wanted to ask a question about the equipment. i'm actually very excited to see that there is purcha

milestone project since jails 3 and 4 in our hall of justice has been compromised seismically due to loma-prieta. we're looking at a reduced replacement of jail bed space, which is a significant statement since california is well known in building prisons and county governments are well known in building jails. we'll be one of the first counties that in the talk of jail replacement we're not building a one for one replacement. we're building at reduced beds because we believe in the mission of diversion as well as we believe in safe incarceration. we have academy class of 20 deputies that is slated for november. the sheriff's department has not had an academy class since 2009-2010. because we have been so deficient due to attrition in our staffing, we very much look forward to the opportunity of repleting what has been a real struggle with staffing ergo why we were here not that long ago seeking a supplemental due to our reliance on overtime. so, we look forward to something that hasn't occurred in quite sometime. program expansion, while the sheriff's department has been well known on many prog

the sea lions, pier 39, you all know that story, after the loma-prieta earthquake, tourism is down, nobody was coming. it was a complete wilderness at pier 39. and the sea lions came and took over the docks on the north side pier, and that reinvigorated the tourist industry at pier 39. isn't that right? >> yep. >> also at pier 39 is ports island. tell us about that. >> i don't know all the details, but i understand the owner -- i guess it's a barge or something like that, that the owner turned into an artificial island that can be moved. and it contains a restaurant. i guess it's been in several locations. it's been in this location for do you know how many years? >> probably five years now. >> it's quite good. >> it's at pier 39 where the sea lions are on the north side of the pier. you can make dinner reservations. >> this is a fill issue. >> ah, fill. >> it was a controversial project because it was a barge, as chris was saying. and so the notion of is this fill or is this a vessel, that was the debate. and ultimately, it does have a motor on it, it can kind of move around a little bit.
