we are trying to steal a page from north carolina and have our own research triangle on long island. we are financing laboratories and schools and new rail transportation. syracuse in the central part of the state, we are developing a economy on unmanned drones and vehicles. we just built a 50 mile testing area, one of the largest in the country. these development plans are originating by business leaders in the region, working with local elected officials, and the state comes in to provide the investment capital. we have spent $25 billion on these projects. $18 billion from the private sector, 7 billion from the state. the point is again, regional development that grows the economy because we need the economy to grow to pay for the capital investment the state made. and further those economic advances. in closing, my last point is that while we all hope for an active federal partnership, after such a long delay, the best course for the states is to hope for the best and plan for the worst. if the federal government decides to embark on an aggressive building program we all will advo

but we did speak to one couple from long island in new york. they're on their honeymoon and they say all they want at this point it is to get off this ship. they say they're concerned because there were ten people who were tested positive for the coronavirus yesterday. another ten tested positive today. they have been taken off the ship, but this couple says they're werevery worried to be on what they say is a quarantined ship. they believe that ship has been contaminated, at this point. now a very slasimilar situation not quite so bad but off hong kong. there is another cruise ship where there's 5,600 people that are just waiting and being quarantined at that point. a number of people have been tested but all those tests have come back negative at this point. so certainly this situation here is not a good situation. there is more food, more water, more medical supplies being taken onboard to try and cover this extended period. but many of those as they were coming in to dock earlier today came out onto their balconies. they have rooms with sma
