ivan lopez was being treated for depression and anxiety. although he was not officially diagnosed with post-traumatic stress or post-traumatic stress disorder, it matters what you call it. we'll talk about that in a second. he was in the process of being evaluated for it. we may never know if ptsd was a factor in this incident. just last month a psychiatric evaluation showed no sign that he was a danger to himself or a danger to others. so joining me now to talk about this, chief medical correspondent dr. sanjay gupta and cnn military analyst major general james spider marks. we know army specialist lopez had behavioral and mental issues and was in the process of being evaluated for ptsd. general milley said he was in the system. generally speaking, can you explain the evaluation process here? how long it takes, what this entails? >> sure. while there is screening effort for a lot of returning soldiers, the first step oftentimes they have to identify they may be having some of these symptoms and seek out an evaluation. so that's an importan

army secretary, lopez joined the army in 2008. now according to fort hood command, lopez did not see combat overseas and he did not sustain injurers. despite that, he self-reported a traumatic brain injury once he got back home. now, the mental health of the shooter has been a tropic of much investigation here. we know that lopez has been treated for depression, for anxiety, and that he was on a number of drugs and that he was being evaluated for post traumatic stress disorder. this has been a very traumatic experience for the community, because of course in 2009, fort hood colleen suffered the shooting of nadal hassan where 13 people were murdered and community members are still reeling from that experience. >> and now it's happening again. seems like it just shooting -- just happened. you know, and now it is starting all over again. and the people in the neighborhood, and the community, got to go through this all over again. >> and what they went through was yesterday, michael. at helicopter, that's when the shooting began. add

we're told lopez bought this legally off base. we're also told it was against regulations to have it on base. explain this to me. >> absolutely correct. any individual soldier does not give up his or her individual rights to bear arms. you can have a private weapon. you have to follow the rules. you have to follow the law. if you live off post, it has to be registered with the local texas -- whatever requirements are. he would have to meet those specifications. if he was to bring that on post, and he did, he was illegal the second he walked across the front gate. on a military post, you have to register that weapon on that post. it was illeglegal off post and o be on post. you have to declare why you're bringing it on post. there are legitimate uses for a weapon. if you live on post, that a has to be registered and secured this the arms room of the unit you belong to. it's in complete lock down. you declare when you take it out, use it, bring it back et cetera. this guy broke the law when he came on post with the concealed weapon.

specific to specialist lopez's medical condition. first, we are digging into his combat experience in iraq. and so far we have not discovered any specific traumatic event, wounds received in action, contact with the enemy, or anything else specific that he may have been exposed to while deployed. but we are continuing to examine this line of inquiry. secondly, his underlying medical conditions, we do not believe are the direct precipitating factor to the incident. his underlying medical conditions are not a direct precipitating factor. we believe the immediate precipitating factor was nor likely an escalating argument in his unit area but we're still conducting a detailed investigation and will address every single one of the causal and contributing factors that resulted is in horrible tragedy. as you know, the investigation team here is robust and it's multiagency. right knew we have almost 80 fbi agents working with us in forensic specialists, over 20 texas rangers contributing to the investigation. and almost 50 u.s. army cid agen

the lopezs have only been in town for three weeks. as we try to learn more about who ivan lopez is. and more about his wife. and what interactions he may have had, you have to realize that not many people knew him at all. in fact, he was assigned here in late february. and the neighbors that we spoke to, there were four there. i spoke to a few off camera as well. he has only been there a few weeks. this, of course, is a base that has 41,000 active duty soldiers plus their spouses and civilian employees, this is a city of a hundred thousand. finding out who ivan lopez is a challenge. it's possible that he had that communication hours before. the reason why ivan was very friendly. he kept to himselves neighbors said. the reason why he was friendly with charisse is that her husband helped lopezs move into their apartment just above only weeks earlier. she said that he was very grateful and always took an extra moment to say hello to her and her husband because of the favor they had done him. >> griff, thank you. and, of course, if news breaks on fort hood we will get to it immediately

you heard no indications what made ivan lopez snap. they do seem to think this was just lopez acting alone. no indication this incident was terrorist related or any indication he was targeting specific soldiers, just he acted on his own, this was not an incident like in 2009 with nadal hasan, who is awaiting the death penalty right now after killing 13 people and wounding 30 others at the same fort. . >>> the latest from general milley was reporting that this gun was purchased back on march 1st at the very same place that hassan purchased his gun. update us. >> a store called guns galore in killeen, texas. they confirmed the fbi was there. they spoke to the fbi the atf was there last night. so you have heard the general confirm the same store that nadal hassan his weapon, also sold the weapon to ivan lopez, who killed fell georges and injuring 16. interesting today, general milley not going more into the detail of his psychiatric but confirming they believe this man's unstable psychiatric condition may have let to yesterday's shooting.

hood, army specialist ivan lopez was creating a stockpile of ammunition. sources say when lopez bought his handgun at this store, guns galore in killeen, texas on march 1, he purchased one what source calls a large amount of ammo. cnn has learned the 34-year-old returned to the store repeatedly to buy even more bullets. it's the same place where major nidal hasan bought the weapon he used in the 2009 ft. hood attack. the army said it now thinks the shootings started as a dispute with another soldier. >> we believe that the immediate precipitating factor was more likely an escalating argument in his unit area. >> reporter: cnn learned that lopez went to a base personnel building wednesday to pick up a form to request time off. the father of jonathan westbrook, one of the soldiers injured in the attack, says after lopez was told to come back on thursday, he snapped, returning a short time later with his gun. >> the first guy he shot right in front of my son was killed. and then he turned the gun towards jonathan, aimed it and fired. >> reporter: investigator

lopez's father breaking his silence for the first time in a statement, john. he said he is astonished, he is saddened by what happened, and said "my son must have not been in the right mind. he was not like that". he also talked about his son's medical treatment for his mental health and the passing of his mother and grandfather and how that affected his existing condition. but despite reports that lopez only got 48 hours to go to puerto rico for his mother's funeral this past november, a military official with direct knowledge of the investigation telling cnn that the army actually offered him the full leave to attend his mother's funeral, which is ten to 14 days, but that lopez chose not to take the full leave so that he could go to truck driving school. military officials making it clear today, john, that we may never know the full reason of what caused lopez to snap. >> no. but some of those details do seem to be coming in now. pamela brown at fort hood for us, thanks so much. >>> out of the three killed and 16 wounded, sergeant jonathan westbrook was amon

the reported shooter was 34-year-old ivan lopez.me is nbc news national security analyst don borel borelli. >> the president spoke just now about the sense of safety being broken once again. one cannot underscore the sense of violation. in 2009 the worst mass shooting on a u.s. military base took place at this site. in terms of a nation that has felt vulnerable since september 11th. what this means for those who serve as the president said with valor and distinction? >> again, our troops expect to face danger when they're deployed to iraq and afghanistan. when they're home with their families, they don't expect to be getting shot encountering these type of -- >> the battlefield is supposed to be overseas? >> exactly. so after this investigation starts to kind of wind down. they'll be looking for ways that maybe this could have been predicted. how did this person get a weapon? was he allowed to have a weapon? those types of things, are there procedures that could have been put in place. were there some warning signs that were missed?
