and lorain blanco is joining us live at the scene with an update somewhat is happening right now, lorain, dave, firefighters are making a lot of good progress. you can see smoke still coming out of the top of that apartment building. but the good news out here right now is that it's gone from black to mostly white smoke. that means the water that firefighters right now are drenching it with is finally doing some good. at the start of the fire about a quarter after 4 a.m., the building was fully engulfed it. quickly became a two-alarm fire. firefighters say it's an older structure so it spread very quickly. they had to get out and fight the flames from the outside and soon after the roof collapsed. now that the sun sup, the new challenge is trying to keep the walls intact. firefighters have evacuated buildings as a precaution and they'll remain empty for a while. >> we have fire that's running through walls and ceiling and floor spaces of the building. we're also dealing with a roof and third-story collapse that son the backside of the building. so we're still trying to spray water from t

lorain, is it pretty windy where you are? reporter: picking up, actually, out here, the wind and the rain as well as the traffic situation. it's a little bit more crowded out here right now. of course, caution is key this morning as the wind and the rain pick up out here. we're live on the bay bridge, as you said, and there is a wind advisory in effect, it's been in effect since midnight. also on the dunbarton bridge and the san mateo bridge this morning, winds could get up to 40 miles per hour. right now the wind gusts are just kind of on and off. the chp wants to remind drivers to use caution out here, slow down and don't overreact when a vehicle sways in your direction. also be careful of those high profile vehicles. they have a more difficult time in the wind. of course it's going to get a little wetter out here this morning and the saip tips are in effect for that, slow down, give yourself some extra time out here this morning. and if it's slick out here and your vehicle skids, the chp wants to remind you to turn your wh

i would like to introduce loraine woodruff long. >> thank you. this has been a wonderful experience for me. i am a parent of two teens, raising them in san francisco and going to san francisco schools. seeing all of you warms my heart. i am going to keep it brief. i want to expand on some of the things we have been doing over three years. i joined the organization three years ago. at that time the police commission had commissioned the police executive research forum to do a study of the police department and out of that, we took that document and use that to embrace the san francisco police department p.a.l. to make sure we were supporting community policing. we have organized and have been pushing on in our organization. the first was community policing and making sure our organization is creating opportunities for police to come in contact with children. we as rick said, we have 5000 kids in our programs every year. we have year-round sports and leadership activities. 800 volunteers working with our organization every year. that includes civil

lorain. >> reporter: good morning, dave.e now working at full speed inside the coliseum. it's pretty amazing when you take a peek inside and see how this free clinic is just so efficient and organized. after the initial consultation, most patients are ushered into the dental triage. you can see dozens of reclining chairs and departmentists and surgeons hard on the work. doing everything from cleaning to extractions and fillings. more than 200 local medical professionals from kaiser volunteered for this event. doctors are performing breast exams and pap smears, also screening for i could beats and offering free hiv testing. the four day event is hospitalized by ram california, remote area medical. organizers tell us they get just as much benefit from the clinic as their patients. >> there's an energy that is here by the afternoon that you can't describe it. and you leave feeling like you're the luckiest person in the world, whether were you the patient or the volunteer, because you got to be here and be part of this. >> repor
