lori bordonaro is in south beach with more. lori, good morning. >> reporter: darlene, the rain here fine lip let up a little bit. but it's been on and off all morning long. that's not helping matters here. we're on doty avenue on staten island. you can see a big part of this street here is flooded. it's receded quite a bit since last night. take a look here at the street. it looked more like a lake than a street yesterday. many around hearsay it was a flashback to hurricane sandy. the water in one person's basement rose four feet higher than in sandy. it happened in less than an hour. drenching rain causing havoc for drivers as well. check out this man stranded on top of his car after it got stuck in the flood. you can hear a neighbor calling out to help him. fortunately, that driver called 9-1-1 himself. many who live around here are tired of dealing with flooding issue and say something needs to be done. >> this block needs storm sewers. they added 200 houses and never put in storm sewers. >> reporter: unfortunately, residents

lori bordonaro joichk us with more on the season extension. lori? >> reporter: kerry, if you can't make it to the beach today, you have to work, no worries. because you still have time. the city officially extended the hours until next sunday, september 13th. that means another week of soaking up the sun, working on your tan before fall sets in. the extra week is a real testament to a successful beach season. the first in a very long time. this year part of the 5 1/2 mile boardwalk reopened after it was destroyed by hurricane sandy and the rest expected to be open by next summer. the boardwalk built with stronger supports and higher elevation. the entire reconstruction project expected to be completed by 2017. of course, no need to wait until then. you can come out today and enjoy the beach. if you can't, once again, you have until next sunday to make it out to most f the beaches here around the city. just keep in mind, if you do iscome out, there's a moderate rip current. keep that in mind when you head into the water. that's the latest from here.

"today in new york's" lori bordonaro is in south beach to take a look at what's happened. lori. >> reporter: hi, michael. the rain has been fast and furious on dote i avenue last night and this morning. there's quite a bit of water still here on this street in south beach. nothing compared to last night. take a look at some of this video we have. it's a scene residents have rile gotten used to. some telling us that the flooding here reminded them of hurricane sandy. one neighbor says the water rose to 4 feet, even higher than it did during sandy. many shocked at how quick it happened. the damage done in about 45 minutes of heavy rain nall. take a look at this person. he was stuck on his car. one neighbor yelling out to see if he needed help. the driver was able to call 911 himself. others spent the night bailing out water as best they could. here's what they had to say. >> we're pumping water from the basement and from the outside. >> reporter: and many around here complaining that this block needs sewer drains. i guess they added more homes around here, but no sewer drains

lori bordonaro is there. we understand you've just spoke within a family member. >> reporter: i just spoke to the victim's father a moment ago. as you can imagine, he's extremely upset. he says his son is 23 years old. he lives here in younkers. he plays sports, basketball, and baseball. in fact, last year he was drafted by the oakland a's. he was here in this parking lot, a burger king, eating with some friends, standing around, whether police say someone came by and apparently fired and struck him. the victim's father tells us he was hit in the head as well as the arm. he says he is not doing well at all at this point. again, this all happened after 12:30 this morning. he was here with friends. someone apparently drove by, hit him with bullets. we also saw a woman on the scene here earlier. she was clearly upset, yelling "my son, my son." that victim was taken to the hospital. he's listed right now in very serious condition. you can see police have cordoned off this parking lot here. they've been searching

. >>> new york beach-goers getting a stay -- lori bordonaro joining us from rockaway beach with more on this season extension. good morning, lori. >> reporter: kerry, just when you thought the beach season was over, think again. there is officially one more week of the season. the city has officially extended. beach hours until next sunday, september 13th. so that means beginning tomorrow, beaches will be open from 10:00 a.m. to 6:00 p.m. there will be some limited swimming depending on the surf conditions. you want to keep an eye out for the signs and flags. this really a credit to the amount of work that's been done in rockaway since hurricane sandy. more than $140 million has been invested to repair and restore the beach and the boardwalk here. by next summer, the entire boardwalk is expected to be open and all of the reconstruction expected to be done by 2017. so kerry and michael, a lot of progress in the rockaways. you have one more week to come out and enjoy it. back to you. >> lori, thanks. good news. >>> 4:37 now. in long island, there's a warning for parents, especially in w
