ktvu channel 2 reporter lorraine blanco joins us now to explain what is effecting school funding. lorraine. >>> good morning. 34,000 is the magic number for city college of san francisco to keep all of its state fund examining that is how many full- time students they have to enroll here. they expect to fall short again. last year the school enrolled 32,600 students. and it was put on probation. they expect the same cut of numbers this time around and because it's a second year in a row the state could fund the college at a lower rate next fiscal year. that could result in less course offerings and even layoffs here. this issue was one of several problems ccsf is facing right now. on march 15th it has to submit a report saying it has made the necessary structural and fiscal changes to stay open. one of the big positives for the school though is last month voters passed proposition a a parcel tax that provides revenue to ccsf. they are looking forward to $16 million a year for the next eight years here that should help with some of the financial problems. reporting live in san franc

ktvu lorraine blanco is right outside cnh enterprises. i know dozens of employees want to know if they will still have a job lorraine. >> reporter: yeah they do want to know that this morning. and management will meet to try to figure out how they will move forward. right now a fire crew is on scene here. you can still see smoke coming out of cnh. it's difficult to make out that smoke in the dark but you can definitely smell it it here. the three alarm fire started around 1:45 yesterday afternoon. the flames and smoke were so heavy and the chemicals inside that machine shop were so combustible firefighters had to battle it from the outside. all 80 or so she employees got out safely but the building was destroyed. management will meet to figure out how to go forward and at this point the director of operations tells us employees are the top priority. >> we just need to work with the insurance company find a place we can either temporarily get set up or permanently and start bringing new machines in. >> reporter: he estimates millions of dol

ktvu lorraine blanco live at the richmond san rafael bridge. so how is it out there now? >> reporter: it's not raining yet but you can see the wind is picking up here on the richmond san rafael bridge. if you take a look up you can see the flags waving in the wind. you can also hear the flag poles out here rattling. rosemary says the wind gusts are 20-25 miles an hour right now. as we approach the bridge over here on the toll plaza, we could feel the wind blowing our live van around. but there is no wind advisory as of now on this bridge. and traffic does not appear to be effected at this time. on the bay bridge, however, there is a wind advisory in effect for the next few hours. drivers give yourself extra time and if you're in a high profile vehicle like us, of course slow down. as for the slick roads, it's not raining, it is raining right now north of us. it hasn't quite hit us on the bridge here. we are expecting the wet weather to move toward us very soon. if and when it comes down to this area we'll be on it. for now we are reporting live at the toll plaza on the ri
