that reward is, that announcement will be from the los angeles police department, los angeles city officials. we do know that the los angeles county board of supervisors, two members of that board of supervisors are going to request a $100,000 reward. we're expecting the other reward to be much larger than that. also as you mentioned, the manhunt in san bernardino is continuing. it is in the san bernardino mountains, i should say. it is as much downsized from yesterday, about 60 investigators combing those mountains. that number was 125 yesterday. >> as the maphunt continues, investigators are continuing to pour through evidence, some of the evidence is exclusive surveillance video obtained by cnn. the surveillance video from the alley behind an auto accessory store in san diego is time-stamped 9:08 monday morning. 12 hours after the daughter of a retired lapd officer and her fiance were reported killed. 90 miles away in irvine, california. it shows accused christopher dorner's truck and a man who appears to be dorner throwing items in a dumpster. >> monday morning when i came in, opened the

in los angeles during the late 1980's and early 1990's, there were 1000 homicides per year in the cityf los angeles, not the county, the city. now, we have between 203 hundred homicides per year. people talk about the gang problem having been addressed. i want to share with you, what i experienced, what i have learned, i am not a typical academic. i will not quote statistics to you or talk about theories. i will talk with you about practicality. pragmatic approaches, and i will talk about reality. san francisco, like los angeles learned, will never saw or deal with its gang problems effectively unless there is true collaboration. i will talk to you about what this looks like and feels like. i will speak to you about the lessons that we have learned as law enforcement had to come off of the high perch, in los angeles, law enforcement learned, to their great fortune, that collaboration is the answer. i am going to talk to you about some of the lessons that were learned. i can tell you first that the people -- we have learned lessons from have been gang members themselves my research is e

expensive one, who's going to get that million-dollar reward initially floated by the los angeles police and the cityf los angeles. these two candidates, karen reynolds and her husband jim were the ones who called 911 to report that dorner had tied them up and stolen their car. and then rick heltebrake was kidnapped by standing by with his dog. the leading was capture and conviction. sometimes, they say arrest and conviction. since nobody died, does anybody end up getting it? cnn's legal analyst jeffrey toobin and jeffrey jackson joining me now. let's start with you, jeff, can they get the reward or is that caveat really big? >> i think there's a difference between the left of the law and how the real world works. as a technical legal matter, i'm not sure there's a valid contract here. i'm not sure if they were to sue these people that they would actually get the reward. remember, the l.a. police department wants to be a good guy here. this money, these people suffered. very scary incidents. i think they can split the money these two people, be done with it. >> that's the reynolds but of course, this

as a result, the city of los angeles, in order to protect future flooding in the city, they decided to take the los angeles river and make it a flood control channel. they concreted the walls of the river in order for water to get to ocean much faster. narrator: cities throughout southern california converted natural rivers to these concrete channels, part of their storm drain systems. this allowed expanding development without the need for large flood plains. kharaghani: the los angeles river is approximately 51 miles. concrete reduces the size of the river that you need to carry the water because it speeds up the flow of water. if you'd like to remove all the concrete and to have natural system to carry the water to protect you from flooding, you need to have almost one mile on each side of the river set aside for transport of rain. so in order for the city to have use of those lands around the river, concrete made it possible to have minimum land so the water can be carried to the ocean in the fastest possible way. but, unfortunately, because of population growth and poor housekeepi
