los angeles's home to the largest urban oilfield in the united states and. so now the city attorney has to come up with an ordinance that would completely prohibit the practice here in los angeles but we have to remember that it doesn't prohibited in the surrounding communities where fracking still going happens and there are several other counties here in california that still use the practice. in the last year there was an attempt to completely ban fracking throughout the state of california. but the energy lobby along with lawmakers here are still very much in favor of exploiting our oil and gas resources whether it's on land or whether it's in the water so. they did pass a law which requires oil companies to report where they're drilling and to report some of the chemicals but it really doesn't go far enough according to some activists who say that the legislation was watered way down compared to when they wanted to ban fracking completely and of course jerry brown is a very big proponent of fracking and that's really quickly talk about the petition what are they hoping

you're working with the mayor to prepare los angeles but one of the issues with los angeles, like many major citiesis you have a lot of older homes made of concrete, made of lumber, they haven't been brought up to codes. how are you going to tackle that? how is los angeles going to prepare? >> well, the big issue is, as you say, those older buildings, building codes are not retroactive so they just aren't as safe as the new ones. we need to find a way to incentivize making those changes, because you can retrofit your building and make it safer. whenever i've bought a home, i have done that a few times in the l.a. area, first thing we do is hire a foundation specialist to tell us what we can do to make it stronger. we have got to find a way to incentivize that. with this very low insurance coverage, people don't have that mechanism to get you to do the fire alarms and the other things that reduce your fire insurance. so i think it will require us coming together as a community because the benefit of retrofitting is not just on the owner. we are really concerned about the long-term economic viability
