another very interesting process is going on in the county of los angeles. that county is actually one of the largest voting jurisdictions in the entire nation. larger than most states. they are engaged in a robust process -- of course, the outcome of the process is a noble, but the city, our department of elections -- we should monitor to them and cooperate with them to the extent possible -- the outcome of the process is unknowable. travis county, texas, also recently completed its own two- year process, looking at issues similar to what we did. our intent was to provide strategic guidance to the board of supervisors and other interested parties. we want to provide short-term actions that can be looked at and taken immediately as well as longer term recommendations really geared toward the next step, the next move for the city. this is a very complicated topic. we do not want to make it seem like it is an easy decision for an easy turn key thing we're looking at. throughout the process, we have tried to balance privatism with innovation, thinking about the

los angeles county has a lot of money that they should be getting -- $88 million. $50 million of that has been frozen by the state. that was in proposition 41 funds. because of the financial crisis, it has been frozen, but it ever beckett's unfrozen, hopefully, they will develop something -- if ever that its unfrozen. we do not know. we do not have any control over it, but that would be our hope. supervisor avalos: ok, very good, thank you. just a question about the sequoia contract which is now the dominion contract -- is that correct? when was the acquisition? did that happen? >> that happened, i believe, about a year to a year-and-a- half ago. according to the department of elections, they adopted dominion -- that is one of the footnotes of our report. the doe has indicated they intend to extend the contract through 2013. that was the option as part of the original process -- the original rfp process. supervisor avalos: has the department of elections noticed any difference from sequoia to dominion? is it exactly the same standards? >> not to my knowledge. >> the service has not ch

los angeles county is a land of sprawling development. with development comes hundreds of square miles of concrete, leaving no way for water to naturally soak into the ground. in areas of such widespread urbanization, flooding can be devastating. man: back in early 1930s, there was a flooding that took a lot of lives and property. as a result, the city of los angeles, in order to protect future flooding in the city, they decided to take the los angeles river and make it a flood control channel. they concreted the walls of the river in order for water to get to ocean much faster. narrator: cities throughout southern california converted natural rivers to these concrete channels, part of their storm drain systems. this allowed expanding development without the need for large flood plains. kharaghani: the los angeles river is approximately 51 miles. concrete reduces the size of the river that you need to carry the water because it speeds up the flow of water. if you'd like to remove all the concrete and to have natural system to carry the wa
