let's bring in white house correspondent dan lothian. what's being said about the latest developments. >> reporter: well, look, first of all the sense i'm getting is that republicans are expressing more optimism publicly than at least democrats and the white house, being cautiously optimistic here but one democrat familiar with the talks telling me things are in a much better place than they were 24 hours ago but top aides at the white house and other sources also again reaffirming that we have heard over the last 24 hours, that there's still not a deal. there's still a lot of work to be done. again, certainly there has been movement as one person pointed out significant progress over the last 24 hours. at this point, as far as we know, there are no meetings that are on the schedule, no plans at this point for the president to come out and make any remarks but of course, all of that could change at the moment's notice. >> so, dan, we know the deadline is tuesday, is the white house setting a preliminary deadline for this evening in respe

white house correspondent dan lothian is on the phone right now.at is going on at the white house? they kept saying the vote was going to be last night. then late last night, they pulled the plug. >> well, you know, first of all, i think there is still this level of frustration at the white house because they see yesterday as another lost opportunity because yet another day that passed without there being any progress. having said that, what the white house has been saying now is that they believe there's still some compromise possible, that the boehner bill and the rebill are not that far apart. bill daley said that he believes there's some ground farce deal for compromise. somewhere in between those two deals. and so i think that's what you're going to be hearing more about today. now that this appears to be having so much trouble, let ee take a look at where their agreement is. the thing that continues to span out is the fact that the white house doesn't support, you know, the two-step process because, you know, they're saying you'll end up nego

. >> cnn dan lothian is at the white house right now. dan, bipartisan talks fell apart yesterday. what was the breaking point. >> the breaking point really was republicans, in particular house republicans, speaker john boehner saying democrats and the president continued pushing for tax increases as part of any deal. as you know, this white house, the president, has been talking about wealthier americans needing to bear some of the burden here and looking at how you can shave back some of the breaks and loopholes that wealthy americans receive. so boehner walking away from the discussions now looking at perhaps some sort of a smaller deal. but the white house saying that the president still wants to move forward with this ambitious plan of cutting the deficit by up to $4 trillion, saying that as you heard secretary geithner pointing out, that this is the right time. the president wants to seize the moment to accomplish something that's significant. so despite what some here at the white house are calling very disappointing news that mr. boehner has decided that he no longer wants

dan lothian is at the white house. dan, negotiations ended with a bang.e democrats seem to be downplaying the seriousness of the president walking out of the room. bottom line, they have to meet again this afternoon. what goes on before that meeting? are they all going to decide to play nice and get something like that done. >> reporter: the hope is to get something done. the fifth meeting in a row and still no real progress. but, you know, the thing is that there is this talk yesterday from mr. cantor about these short-term deals and that is something the president has been opposed to and said, according to democratic officials familiar with the talks, that this is something he would veto. the reason the president doesn't like this is because, first of all, he believes that a long-term big deal through at least 2012 elections will essentially be the most healthy thing for the overall u.s. economy. the best long-term deal for the u.s. economy. and, secondly, the president believes that if you have to then deal again with this in the throes of the politica

cnn's dan lothian is at the white house right now. dan, what impact will this impasse on tax hikes have on the white house meeting and what strategy is the president expected to deliver on? >> reporter: well, look. it certainly raises the stakes for this meeting. puts a lot of pressure on these congressional leaders and the white house as they sit down and try to find some compromise. but this white house not planning on making any significant strategy shifts as you heard from secretary geithner on the sunday morning shows. you also heard from chief of staff daley the president will stick with his strategy going for that so-called big deal. up to $4 trillion for deficit reduction. why does the president want to do this? well, the white house believes that this is an opportunity for the president to essentially seize the moment to do something significant over the long haul and that now is not the time to back off, fredricka. >> and so the tone of these meetings may have already been set by all of these conferences, whether it be last

dan lothian joins us now from the white house.dan, we know, ultimately, they need to raise the debt ceiling, but there is deep disagreement on how to get there. have they arrived and are they in there talking now? >> they have arrived here at the white house to begin that meeting and hopefully we'll get you some pictures of that very shortly. look, there's still this wide divide between republicans and democrats. republicans are saying, we know that you need to get revenue, but we don't want you to raise taxes. the democrats and the president, in particular, is saying, we have to get revenue somehow and wealthier americans need to pay more and, so, the president wants this grand deal of up to $4 trillion. and republicans are saying, no. let's try to deal with something much smaller. >> the ceiling has been raised and it has been raised a number of times. when republicans are in control, democrats vote against raising it. when democrats are in control, republicans vote against raising it. how much of this is a game of chicken and h

now i want to bring in dan lothian. serious business. the president said it is important to have a deal in ten dais. he scheduled a news conference for tomorrow morning. was there progress tonight? >> reporter: well, in the words of one democratic aide, no breakthrough yet, but the president has called on these congressional leaders to return to the white house tomorrow to continue their discussions with a view on what potentially could pass both houses. as you pointed out, the president also expected to hold news conference. now one democratic official who is quite aware of what's going on in those discussions said that the president continued to push for that so-called big deal. up to $4 trillion in spending cuts and tax hikes because he believes that this is what's best long-term for the u.s. economy. the president also making the case that it's unclear that it would be any easier to do anything less than a big deal, don. >> to get this done, partisan support. is there much bipartisan support for it? is there much real bipartisan effo

i'm going to stop talking and bring in my colleague dan lothian at the white house.n, the president says the talks have not been ugly, and he is still optimistic. what is the vibe up there? >> reporter: well, there is that optimism from the president, and as you heard there, he's open to the options that might be coming from up on capitol hill. but the issue is when you hear the president talk there's two things happening. first of all, you can do something in one of these options that would raise the debt limit, and that is something that he says would, as he pointed out, avoid armageddon. but it may not deal with the second important issue that he says is attacking the deficit problem. and that is the biggest concern for the president. that's why he really is pushing for this grand bargain or big deal, however you want to characterize it, because he believes that that is best for the long-term health of the u.s. economy. but we heard from the president today certainly an admission that that's very hard to do. so he's been telling lawmakers that, look, if you can't

dan lothian is at the white house. >> reporter: this is a proposal put out there by mitch mcconnell. clear whether this is a viable option but nonetheless what it would do is give president obama the power to raise the debt ceiling in three increments all the way through the 2012 elections. now already senator mcconnell receiving some heat from his own party. conservatives saying this is essentially caving to pressure from democrats. the white house, in response to this proposal, put out a statement from jay carney saying, in part, quote, senator mcconnell's proposal reaffirmed what leaders of both parties have stated clearly that defaulting on america's past due bills is not an option and time for our leaders to find common ground and reduce our deficit in a way that will strengthen our economy. no doubt this will get more scrutiny as lawmakers some here for their fourth meeting in a row this week at the white house. still both sides far apart and growing pressure from the business community, business organizations, including the u.s. chamber of commerce sending a letter to not only

. >> let's go to dan lothian at the white house for us. good to see you as always. we've seen a lot of president lately it seems. he's had a number of press conferences and press availability and coming out and making statements, but did he feel, did he seem a little different in tone today at least? >> well, yes. you're correct. he has done three now press conferences in the last two weeks. two this week alone. it the does seem that the president -- there was a bit of resignation. certainly the president came out pushing for the biggest deal possible because he believes that's the best way to deal with the deficit debt problem over the long term. it did appear that there was somewhat of a softening from the president when he pointed out that a big deal is hard to get. he seemed open to whatever republicans might be discussing up there on the hill. the president saying that if they have something that is a serious plan and they bring it to him, then he might be willing to move on it, even if it requires making some tough decision. the president was also asked about

let's bring in our white house correspondent, dan lothian. the president certainly not known for short answers, tweets or otherwise, what were most of the questions about today? >> reporter: well, look, most of the questions were about jobs, about the economy. twitter saying that 27% of the questions that came in were about jobs, 6% were about housing. but the president also getting questions about the big issue right now, which is the raising of the debt ceiling. and one of the questions specifically was asking the president whether or not he was prepared to issue an executive order to essentially invoke section iv of the 14th amendment, with essentially some interpret that the president has the power and the authority to go ahead and continue spending money, even if congress does not raise the debt ceiling. the president sidestepping that somewhat, but sayinging that he doesn't think that the constitution should ever come into play here. that a deal has to get done and he believes that a deal will get done. the president, what we also heard

my colleague, dan lothian is watching it all from his post at the white house. dan, what is the president's position first on raising the debt in installments? >> reporter: he want it is to go through 2012 and there is a sense at the white house and treasury department in particular even if you had some sort of short-term fix that raises the debt ceiling through the rest of this year, that it still may not be enough to cam the jilters of the financial markets, still may not be enough to security aaa credit rating that the u.s. currently has. tt markets, still may not be enough to security aaa credit rating that the u.s. currently has. that is the first concern. secondly, it has been so difficult to get a deal now the white house points out how much more difficult will this be to get it do for 2012 when you are in the midst of this election cycle? that is why the president says any deal you have has to go through 2012? >> the president has cancelled a couple of fund raising event as much as that to pay more attention to what's happening with the debt ceiling talk

that is where we find our dan lothian.use seems not budging on the last resort. why. >> reporter: the white house, the president and, in particular, invoking section 4 of the 14th amendment might give the president authority to raise the debt ceiling to continue borrowing money without any dealing being done, without the approval of congress. but the president has pushed back on that saying that he has been told by his legal advisers that this is not a winning argument and, yesterday, during the briefing, jay carney, again, denied that this was even an option the white house was considering. >> there are no off ramps. there's no way around this. there is no escape. and, you know, having an esoteric constitutional argument won't resolve the fact that our borrowing authority is due to expire on august 2nd and congress has the legal authority and only congress has the legal authority to extend that borrowing authority. >> reporter: so, again, what you hear there from jay carney saying that they are not looking to the 14th ame

dan lothian live at the white house. >> what's going on with the two sides?ing on behind the scenes? >> yes. the talks do continue. as you know there were talks over the weekend, but no compromise at all. the hope was they could reach some kind of agreement in order to settle not only the global markets but markets here domestically. but that didn't happen. senate majority leader harry reid is pushing a plan that would extend the debt limit through 2012, and have about $2.7 trillion in cuts. on the republican side house speaker john boehner looking for some sort of a two-step process that would raise the debt ceiling through 2011 and then again in 2012. he says whatever plan they have, should adhere to the principles of cut, cap and balance which the house passed last week, but rejected in the senate. nonetheless both the president and democrats have been very clear about saying they don't want a short-term deal to raise the debt ceiling. they want to make sure it goes to 2012. take a listen to what secretary geithner said yesterday on "state of the union." >

dan lothian at the white house. we just heard the president will speak next hour.e'll say? >> reporter: he is going to be talking about the latest developments, if there are any, in this debt crisis. you know, the president has been criticized over the last few days for not being more engaged by some republicans up on the hill. the white house has pushed back saying the president has been very involved in the very beginning. you heard from chief of staff bill daley yesterday saying essentially how much more could he get engaged than he already is? the president coming out after the 10:00, around 10:20 or so to make this statement on the latest movement in the deted negotiations. what i can tell you, according to a senior administration official, is that conversations continue. we tried to pin him down what that means. are they having sort of negotiations on another plan? is this more than just talks? all they are telling us, the conversations continue between the white house and capitol hill. but the sense here is that there is room for compromise, that they can fi

joe johns and dan lothian, let's start with joe. how costly is today's delay on the boehner plan and does he even have the support to get it passed in his own house? >> reporter: kyra, these are both very good questions. on the one hand, he loses a day and there are only six days to go. so that is a big deal. the other thing is that what is more important is the loss perhaps in credibility. the speaker said his plan was going to, you know, save something like over a trillion dollars. but it only saves about $850 billion. so that's a bill difference, too. a question of credibility. on the other hand, he buys some time, because there are a number of people in the house of representatives, some of whom who actually spoke out last night and said this thing is not going to pass. i'm not going to vote for it. he gets a little bit more time to try to drum up the support he needs, because once he puts something on the floor, he has got to get a yea vote. >> all right. dan, you know, there is some talk of a band-aid slash patch approach. wha

our white house correspondent dan lothian is joining us with an update.i guess we heard from the treasury secretary, timothy geithner, stepping up the sense of urgency. why do you suppose he did that? what did he say? >> reporter: well, what he's trying to do is essentially push this theme that the president has been pushing, that he still wants to go for the biggest, most comprehensive deal possible because this administration believes that that's the best thing for the economy, not only over the long term, but also the short term as well. we also heard secretary geithner talk about the need for not only republicans, but democrats to take some of the heat, realizing that whatever they decide may not be popular with their base. but as the clock ticks down, what's clear is that they're running out of time here. the two sides still far apart. secretary geithner is saying that a deal has to be reached either by the end of this week or at the latest, by next week, giving time for this legislation to be put together and to be passed. nonetheless, he sounded op
