and is loudoun county pulling out? >> reporter: they didn't take a vote on that. but the threat to pull out altogether from the silver line project is still on the table metro's proposed sumver line to and beyond dulles airport is under construction, at least the $2.8 billion phase one to restin is under construction. phase two to dulles airport with two additional stops in loudoun county were supposed to cost another $2.5 billion but the airport's authority, which is managing the project, said costs have risen to an estimated $3.2 billion. the airport's authority said price he cans on thiazoles -- dulles toll road will play for -- pay for a rail project and a consultant estimated a one-way trip could cost motorists nearly $11 million job, and i heard people say to me as the years, the toes will be years out and that is 2020 and will rise on the way. >> reporter: the secretary of transportation ray lahood approved a compromised plan to cut costs on phase 2. part of the compromise? require the airport's authority to switch to a less costly above-ground station at d

supervisors in loudoun county are balking at the new responsibility and risk. >> mr. chairman, that's not our job. our job is to build schools. we're required to build schools, mr. chairman. that's in the state code. >> if you look at what happened in richmond on a cda that failed there, it was a municipal parking garage downtown and the town had to wind up paying the bond, the debt payments, and eventually had to buy out the bond. >> reporter: loudoun county supervisors did not vote wednesday on the proposed lahood compromise. they want to study it some more. d.c. mayor vincent gray is calling on the airport's authority to accept the above ground further from the terminal compromise. the airport's board did meet wednesday, but no formal change in their position. spokesperson said the airport's authority is still considering the lahood proposal. the transportation secretary wants a decision from all parties by july 20th. stay tuned. john henrehan, fox 5 news. >>> metro may step in to help ease congestion created by brac changes in our area. the transit agency is propo

may be used to a lot of wildlife there, and animals are also not so uncommon in many parts of rural loudouny here, but some people in leesburg say they had been on edge over bear sightings in their neighborhoods. tracee wilkins reports. >> reporter: cars aren't the only thing residents have been seeing traveling on this rural leesburg road lately. >> i was just driving up wood burn road, and i saw what i thought was a deer, and slowed down. and out of the left behind a fence came this black bear that was about my size. it was a baby. so i let it go across the street. >> reporter: that was about two weeks ago when ann chapman saw what she described as a healthy baby bear here at the corner of snyder hill court and wood burn. and then this morning -- >> i got a phone call about ten after 7:00 this morning. and it was my husband who is going into work. and he said, "okay, the sighting is real. i just went past the mother bear and the cub exactly where ann, our next door neighbor had mentioned the previous sighting." >> now people who live in this picturesque and rural setting are a little worr

black bears have been sighted in bethesda, montgomery county, and leesburg and loudoun county. check this out. cell phone video shows a young black bear devouring the seeds in a bird feeder in the backyard of a bethesda home. dave coleman took that video. he says the bear chewed holes in the feeder and drank the water from the birdbath before knocking it over. he called the department of natural resources, but he wasn't too happy with their response. >> i was kind of shocked, and couldn't even think to get a shot of it, and it ran payooff it saw me, and i thought that was the end of it, and then ten minutes later, it came back. >> we'll see them this time of year, this is the time of year where the 2-year-old cubs, so last year's cubs, are being kicked out of the nest by mom and they're trying to find a place of their own. >> colvin says he'll keep an eye out on the deck to see if it comes back, and if it does, he'll push to have the bear move. how do you do that? shoo! >> we live in a heavily wooded area, so it's not surprising. we love our trees and do the bears. here around
