abc 7 news reporter david louie is live in san jose how residents will achieve a 35% reduction, david. that's significant. >> it is significant, dan. the state water board has been deluged with letters and emails like this one complaining about the city by city mandated goals from 20 to 35%. morgan hills expected to drop its usage by 35% and it's hoping a change in the formula will reduce it by at least 10%. but in the meantime it is facing the toughest cutback in all of santa clara county. morgan hill residents already have achieved a 29% reduction in water use. outdoor watering is restricted to twice a week and only at night. the state water board is demanding oort 14% cut and residents are scratching their heads over how to achieve that. >> what more can you do? >> i'm not quite sure. i know a lot of people will be putting buckets in their showers and collecting it that way and watering the plants. maybe we're coming into summer but maybe cutting back on gardening. >> kirt recently bought this house and is redoing the landscape to save water. he's not worried about meeting the 35%

abc 7 news reporter david louie live with the details. >> reporter: larry, the city council is meetingd the ordinance they're considering is a tough one. if passed it would require residents and the average resident in san joss toe more than double the amount they saved in the past year. the mayor is seeking a much tougher goal of saving 30% rather than the 20% the state has set for san jose. residents in the past year saved at about 13% so conservation would have to more than double. for us to reach a little deeper enables us to have some cushion to avoid a very serious financial penalty that the city faces and we'd rather be spending our money on libraries, police officers and street repaving rather than paying penalties to the state. >> it will impose a daily fine of $10,000 for cities that failed to reach their target cutback. in turn cities can fbi residents for wasting water. a big question remains and who will enforce the cutback and crack down on water wasters. he won't use police officers and he is using overtime to patrol the streets. the real issue is how we get information

abc7 news reporter david louie has more from santa cruz where $1.4 million in fines were imposed. >> a mandatory stage 3 water emergency will put santa cruz back where they were last year, asking people to cut back this time 25%. last year they exceeded a 20% goal by 10%. they were offered shower time monitors and flow restricttors, for example. but they also imposed $1.4 million in fines. violators were given an option to toy a water class similar to traffic class for tickets. >> the option of paying a fine or attending a class, many people were motivated to attend a class instead. >> the fine is dropped by attending a class. it dropped for $100 for a second offense, $250 a third time and $500 the fourth time. penalties are also imposed for excessive water use. residents use two-thirds of the water in santa cruz. the city's water supply is drawn from local creeks and rivers and from a small reservoir so the need to conserve is acute. >> i think an educational class is great but i also if people don't comply, fines are something that need to be instituted too. >> with new restriction
