abc 7 news reporter david louie is live at the house where this happened with what caused the this middle of the night crash, david? >> reporter: an amazing story, dan. in a split second, this teenage driver who admits he fell asleep at the wheel, jumped a curb, smashed through two fences and ended up in the bottom of the pool trapped in his car. he did manage to escape and the car was fished out of the water. neighbors knew something was wrong whether they heard a splash and cries for help just before 3:00 in the morning. police arrived to find this 19-year-old by the side of the swimming pool with the car he had been driving submerged in the deep end. the driver's mother tells us what happened. >> he was taking his friend home and he was too late. he was late, he was too tired. >> reporter: does he remember anything about what happened? >> yes. >> officers at the scene gave him a sobriety test, checked him out completely and determined he was not under the influence of drugs or alcohol. it appears he fell asleep. >> reporter: the teen was not willing to talk to us on camera, but he told

abc 7 reporter david louie accompanied the officers at dawn today as a string of violations unfolded. >> reporter: the day didn't start out too well for a young san jose state student named mike when he showed up for class, he parked his car by a curb painted blue. the disabled parking placard was checked by a dmv officer. the placard was registered to mike's father and can't be used by anyone else. so, mic received a citation and the placard was seized. >> i didn't know that my dad had to be present at the time. it was a first -- this is my first offense so -- >> reporter: are you sorry? >> i am sorry. >> reporter: the citation will cost him up to $1,000 and mike is not alone. >> excuse me, i need to see your placard. i need to see your placard. >> reporter: dmv officers conducted an enforcement operation across downtown san jose today to catch similar offenses. the state has issued 2.4 million disabled parking plas >> we had 270 such enforcements over the last three years. we've issued 2000 citations already. our goal is to get compliance, raise awareness and educate. >> reporter: p

. >> abc 7 reporter david louie talks to them.eporter: it is estimated there have been 2200 no cause evictions in san jose over the past six years and that number might be artificially low because not all of them are reported to the city. now, some might be justified, but the city council is trying to find a way to protect tenants from unjustified ones. a coalition of community faith and labor groups is pushing hard to shape the discussion in next test's city council meeting. they are trying to protect tenants who can legally be evicted for no cause. it happened to rosa when she complained to her landlord about conditions at her apartment. >> it happened a lot and we couldn't even smell it, it was making us sick. and then it had a lot of roaches. and the place was not cleaned proper at all. >> reporter: the city's housing department says tenants fear they might be evicted for making maintenance complaints. >> tenants have reported to us their fear of asking a landlord to repair that because the landlord can retaliate against them

in santa clara, david louie, abc 7 news. >> new at 4:00, the alameda county coroner say 24 year old perez ran from officers in a traffic stop. the coroner says he fatally shot himself in the head. investigators originally believe he had struck and killed by officers who returned fire. no one else was hurtd in the shooting. >> a sacramento police officer has been placed on administrative leave after doing this. that is throwing a jay walker to the ground and hitting him in the face multiple times. that incident was kault on camera yesterday. they say they tried to stop the man illegally crossing the street, but the subject just walked away. the two men argued and police say the pedestrian challenged the officer to a fight. the department says the actions appear to show unacceptable conduct. >> a mail delivery truck caught fire today in oakland. the witness posted this video on social media and shared it with abc 7 news. the fire started this morning in the engine area and the driver was able to pullover on 580. post office says letters and packages for delivery in oakland were damaged in t
