louie sanchez are no strangers to violence. here are some of the charges. doreen sanchez, louie's sister, was also arrested for accessory. she had been helping drive the men away. she is out on bail. all three will be arraigned on monday. >>> san francisco police have arrested a man in the burning of a man's body in buena vista park. 22-year-old david diaz was booked on suspicion of arson and homicide. last month, firefighters found the burned body of freddie robertoing away low while responding to a brush fire in the park. >>> president obama has formally ended the ban on gays serving openly in the military. they joined a celebration yesterday here in san francisco. obama told congress in writing that repeal of "don't ask, don't tell" will not hurt military readiness. >>> the midwest and northeast bracing for more triple-digit weather this weekend. the latest heat wave has already caused blackouts and deaths. and check out this light show in central iowa. a storm brewing in ames, iowa. they are also expecting more hot weather today with temperatures hitting th 90s. my family back in wisconsin has been roasting. they have been going to bed very early saying that the heat is knocking them out. that he sure me, my parents say, it's not because they are getting old. >> i was back in the midwest last week and it was a sauna. absolutely miserable with humidities in the 80 and 90 percentile range and the temperatures again as we have seen in the upper 90s to low 100s, which is now moving on to the eastern seaboard. that heat bubble will move into new york where it's expected to be 103 today. you think the as are going to like that? >> no. that's really awful. >> not very much. >> i have to say, i spent a couple of summers living in manhattan and when it gets hot there, the city just traps the heat in. it's awful. >> well, you see that heat moving to the east again washington, d.c. 99. that will add to the debate there i'm sure. as we are beginning to cool off, makes you like our fog bank, doesn't it? >> yes. it's my son. >> like she hasn't been through enough. both parents released this joint statement sailing, a few days ago our son christopher suffered an accident on the beach. while it has been a very scary week, christopher is surrounded by his family and friends. he is a brave boy, they say, and is expected to make a full recovery. >>> california is facing a double-edged sword. it's been ordered to reduce the prison population by 33,000 inmates which could send many to county jail. the state also has the country's highest rate for recidivism. allen martin takes a closer look at a santa clara county judge working to reduce that rate one inmate at a time. >> all right. we are ready. >> court is now in session. >> reporter: judge steve man leave has been on the bench for more than years. >> are you ready to change? are you committed to staying in prison? what can i do. >> reporter: and for much of that time, he has been giving addicts and the mentally ill a second channels. in addition to the judge's signature treat from the candy dish, his parolee re-entry program is to give offenders an opportunity to not go back to prison. it's to reduce the number of prisoners who get released and end back in a cell which for california is about 70% of all prisoners. >> the idea behind the program is that if you return the jurisdiction, that is the control and responsibility, as to how the offender does in the community back to the judges who originally sent the individual to prison, can you change things and get better outcomes. >> reporter: judge manley has nearly 2,000 offenders he is personalitily watching over. his courtroom in santa clara county is one of six in the state testing his theory where participants are provided house, required to stay in drug and alcohol treatment and keep their court dates. >> we didn't send people back to prison. we use very short jail time to remind them that they need to focus on what they were asked to do and do a better job the day they get out of jail. thus far, it works very effectively. >> reporter: they are not all success stories. >> it means you're not going to be released today. >> reporter: critics, some in law enforcement and the justice system, have labeled the program hug a thug and say putting criminals back on the streets will only lead to more crime. >> it's an effective -- >> reporter: judge manley doesn't agree. we're not talking about violent, violent prisoners here? >> no. we are not. those offenders are either in prison or they will going back to prison. this program is very clearly aimed at those offenders who we do not need to keep in prison at incredible costs. >> reporter: wit state senate claims is hundreds of millions of dollars. broken down it comes to about $46,000 a year per inmate. manley and others say, we can't continue to afford that. >> the bottom line is,if we keep doing things the same way we have been doing them all these years, we can't build enough prisons to hold all these people. >> reporter: the judge is considered the godfather of specialized courtrooms. he is for exampled on helping veterans, the mentally ill and drug abusers for years. that's his focus. but the statewide experiment has only been in place since last year. if successful, it could show up in every county. if you have a story idea, go to cbssf.com, connect, closer look, send us an email. allen martin, cbs 5. >>> 7:15 now. hug a thug. i like it. >> better work, huh? >> jim bernard, i think a lot of people are going to want to hug you this morning because you have a lovely forecast. >> hug the weatherman. that works. >> one. final weekends of july. looks like it's going to be decent. >> looks classic as we see some patchy fog out there this morning which gives way to some afternoon clearing and given the heat wave that's gripping the country, you got love our fog bank as it's indeed working its magic as the coastal air- conditioner conditions to keep us tolerable across the west coast as we see mostly cloudy skies out there this morning. out towards mount vaca camera looking back at the bay we see the fog deck but as you can see it's not very deep. tops are running about 1500 feet. it will burn off through the day leaving more sunshine around the area and slightly warmer temperatures but nothing compared to the heat gripping the rest of the country. as we look for mid- to upper 80s for the hot spots today, under mostly sunny skies in the east bay, mid- to upper 70s and on the peninsula, back to the beach, mid- to low-60s here. upper 50s to low 60s depending on how much fog lingers right at the coast. otherwise, looks like a lovely weekend taking shape. a weak disturbance crossed through the region here late this last week. now being replaced by a high pressure and that often brings with it a bit of an offshore breeze which helps to clear the fog out a little earlier in the day so we'll look for patchy coastal fog by mid-morning, slightly warmer weekend in store here but just a few degrees. nothing dramatic. we are not talking about a heat wave. and then midweek this next system over my shoulder here movers into the area to cool us down once again and then we'll repeat this pattern warming up by next weekend as our subtle shift in onshore versus offshore flow continues through the rest of the week here and that is our summer weather pattern. so that's wind flow dictates just how much fog we're going to see around the bay and that related directly to the temperatures which today will look like this. mid- to upper 80s in the fringe locations, out to the east moving back into the east bay hills, mid- to upper 70s. likewise across the north bay upper 70s. today some low 80s in the south bay, and on the peninsula, looks like mid-60s with low 60s expected at the beach and again, the subtle fluctuation in that wind flow will subtly change our temperatures through the week. we'll look for a cooldown midweek, warming back up by next weekend as you got to love this pattern here. it's indeed the reason a lot of us live here and why our real estate prices are so high, because we didn't look at the kind of heat waves they are looking at back east. our heat waves typically last a few days. the one gripping the midwest now is in the second week. and now the east coast is doing it. >> brutal. >> it is. >> okay. go out love the fog. >> we do. thanks for that, jim. >>> kids are fast when it comes to texting and gaming. many think they can juggle that with other chores and homework. a new study shows that's not the case. common sense media's jim stier explains how parents can help. >> reporter: good morning. you see it every day. your kids are doing their homework while their cell phones are buzzing and the instant messages are flying back and forth. our kids are the kings of multitasking and parents want to know, is this hurting them or is it helping them? some folks argue that kids need to learn how to multiit's income preparation for today's fast-paced high-tech workplace and being able to multitask, processing two things at once in our media-rich culture can be helpful but experts are concerned that this type increased distraction can negatively impact your child's academic performance. as your kids are starting to gear up to head back to school, what can you as a parent do to combat this especially during homework and family time? bernard in to take a look at your weekend weather pattern which includes a slight warming trend here across the bay as we look for the fog to thin out here through the mid-morning hours. right now the tri-valley still socked in out there. but again, that is a thin fog layer laying on top of us and we'll be breaking up through mid-morning to allow temperatures to warm slightly just a couple of degrees now nothing dramatic but we will warm up a bit here through the weekend as we watch and take a look at the subtle fluctuations in our local coastal pattern. we'll take a look at that coming up in your complete forecast near just a few minutes. >> new this morning, an innocent victim of gun violence. a young girl was inside an apartment last night in san francisco when a gunshot from outside hit her in the chest. she is in the hospital this morning with what police describe as life-threatening injuries. this was the scene at around 11157 last night on laguna street in the western addition. police say someone was shooting a gun outside and one bullet went through that apartment building hitting the girl. she is now at san francisco general hospital. police have detained a group of young men but they haven't made any arrests. >>> police say two attacks in norway may not be the work of a terrorist network but of one or two men. in the first attack, a bomb exploded in norway and ripped open buildings. in the second a man opened fire on a youth camp killing at least 91 people. today norway's royal family is meeting with the families of shooting victims. manuel gallegus has more on the investigation. >>> reporter: police say a norwegian national now in custody appears to have acted alone in both deadly attacks in his own country. a car bomb ripped through government buildings in norway's capital oslo. the blast littered debris all over the streets and sent flames and smoke pouring out of the building that houses the prime minister's office. >> suddenly we saw glass coming behind us. we were told to go to the back room and when we came out on the street and saw that everything was damaged, they said it was bombs. >> reporter: eyewitnesses tell investigators the 32-year-old suspect they saw at the oslo bombing site was the same man who went on a shooting rampage 20 miles away on utoya island where hundreds of teenagers were attending a camp organized by the country's ruling labor party. >> it was a lot of shooting, somewhere very close at the building which i was hiding in. >> reporter: witnesses say teenagers were shot even as they try to swim to safety. >> it was completely chaotic. people threw themselves into the water and i think a lot of people lost their lives. >> reporter: one unexploded bomb was also reportedly found on the island. the prime minister calls it a brutal day for his country but says the attacks won't destroy norway or its democracy. manuel gallegus, cbs news. >>> the prime suspect in both attacks is this man anders breivik a norwegian with anti- muslim views. police say they are investigating whether a second suspect may have been involved in the shootings. >>> in less than a half hour from now, president obama is going to meet with top congressional leaders at the white house. they are trying to salvage a deal on reducing the deficit and raising the debt limit. that after negotiations broke down yesterday. >> we have run out of time and they are going to have to explain to me how it is that we are going to avoid default. >> there was no agreement, publicly, privately, never an agreement and, frankly, not clothes to an agreement. -- not close to an agreement. >> a deadline of august 2 is looming after which the government could default on some of its obligations. >>> other bay area headlines this morning. a fire at one of the apartment complexes at the big rossmoor retirement community in walnut creek. look at that footage. it started at 6:45 last night. fire crews stopped it from spreading to nearby buildings and luckily no serious injuries reported. >>> gay and lesbian military veterans joined the lgbt community here in san francisco to celebrate the end of "don't ask, don't tell." yesterday, president obama formally ended the ban on gays in the military that has stood for nearly a century. >>> tomorrow is hand-holding day at the contemporary jewish museum in san francisco. that is going on from 9 a.m. to noon. it's in response to an incident last week in which a security guard told a lesbian couple that hand-holding was not allowed. the museum says the guard's actions do not reflect museum policy. >>> the san francisco medical examiner's finding that suspect harding apparently killed himself has further inflamed people in the bayview. you might remember this story. 19-year-old kenneth harding who you see there was shot while being chased by police through the bayview last weekend, although the gun is missing. police say the caliber of the bullet that killed him proves he was not killed by an officer's gun. one resident says the system is simply stacked against that community. >> we as you got to have camera phones getting evidence and footage when they're wrong. but when we're wrong, they got these public cameras getting the footage. keep them on when you're wrong. >> today is for you. >> a $1,000 reward is being offered for the missing gun that police believe harding was using that day. >>> the lapd admits they were wrong. that after lapd chief charlie beck had repeatedly insisted to the public that giovanni ramirez was one of the two men who attacked bryan stow at the giants opener down in l.a. last march. joe vazquez is in los angeles with more on the three people now charged in the attack on stow. >> reporter: police made the arrests early yesterday morning in the town of rialto in san bernardino county. two men are in jail charged with mayhem. police also took a woman and a 10-year-old boy into custody. >> it just seems like all of lapd was here. it was like over 30 police officers, lapd, they came in helmets and s.w.a.t. gear. >> reporter: both men are being held on 5$0,000 bail. they both have violent rap sheets. according to san bernardino county court records, 30-year- old marvin norwood has been convicted of felony spousal abuse, disturbing the peace and dui and drug charges. 29-year-old louis alex sanchez was convicted of misdemeanor spousal abuse as well as carrying a loaded firearm in public. also arrested was doreen sanchez, louie'ster, for accessory for helping drive the men away from dodger stadium. she is out on bail. the 10-year-old boy who was with them is not in any trouble. police are not releasing mug shots of the men or details about what happened march 31st. the website tmz is quoting police sources as saying the two men had been drinking heavily throughout the game. they did not sit near bryan stow or his friends but after the game, they were apparently harassing anybody who had on giants gear. among the evidence we are told police have video from game night as well as incriminating statements from the men that implicated them in the attack. in los angeles, joe vazquez, cbs
