[applause] >> let me say that anyone that i would appoint to any office as a senator or as a president would, i hope, hold the same view of their living up to the letter of the constitution and also the spirit. if i may so, i am a catholic. i have stated my view very clearly. i do not find any difficulty in stating that view. in my judgment, it is the view of american catholics from one of the country to the other. as long as i can state it in a way that is, i hope, satisfactory to you, why you possibly doubt that i represent a viewpoint that is hostile to the catholic church in the u.s.? i believe i am stating the viewpoint that catholics in this country hold between church and state. >> do you state it with the approval of the vatican? >> i do not have to have approval in that sense. [applause] i have not submitted my statement before i read it to the vatican. i did not submit it to cardinal cushing. but my judgment is that the cardinal, which is a cardinal from the diocese of which i'm a member, would approve of this statement in the same way that he approved of the 1948 statement of the bishop. in my judgment -- and i am not a student of theology -- i am stating what i believed to be the position of of my personal position and also the position of the great majority of catholics across the united states. >> you have been watching senator john kennedy appear before the greater houston ministerial association in an unrehearsed question and answer period. >> today, i had telephone conversation with the doctor and received this telegram from him. i am sure you would like to clear this matter up. let me read briefly from his telegram. the memorandum on religion as an election issue prepared by senator kennedy's associates has a section of the polling incident. this section contains a series this series contains serious errors. i believe the senator would wish to correct the errors. the original draft of the program on the interfaith on december 15, 1947 identified mr. kennedy, then congressman from massachusetts, as the hon. john f. kennedy, congressman from massachusetts. mr. kennedy was never invited as an official representative of a religious organization nor as a spokesman of the catholic faith. nobody was identified by his faith. two days before his dinner occasion, mr. kennedy canceled his engagement. he expressed his regret and grief, but stated that since his eminence, the cardinal, requested that he not come, he had no other alternative. therefore, it was necessary to destroy this first program and to reprint. sen. kennedy: now, i will stay again the words that i used from the reverand polling po's book that first discuss this incident. secondly, my memory of the incident is quite clear. in fact, it's as good as reverend polin's. it's only -- when the matter was first discussed, the reverend said it first place in 1950. it's only in the last two months that it came forward and that it to place in 1947 i never discussed hyper the matter with the cardinal. i first learned of it through my administrative assistant, who knew a mr. doyle, who stated that there was a number of people concerned about the the location of each chapel and that no service would ever be held in it because it was in the basement of a church. it was an entirely front situation. there were three speakers. kennedy was one of them. taft was the second. senator lehman was the third. one of them was supposed to speak for the catholic faith and one for the protestant faith and one for the jewish faith. all i can say to you, sir, is that i did not clearly indicate -- the invitation with anyone. it was only when i was informed that i was speaking -- and i was invited because i was a service man and i can make prominent catholic family -- i was informed that the chapel, as i have said, has never had a catholic service. it is not an interfaith chapel. and therefore, for me to speak for the catholic faith would have given an erroneous impression. i've been here for 14 years. . was relatively inexperienced is this the best that can be done after 14 years? is this the only incident to be shown? [applause] and this was a private dinner. this was not a public dinner. this was a private dinner. this did not involve my responsibilities as a public official. my judgment was bad only in accepting it without having all of the facts, which i wouldn't have done at a later date. but i do want to say that i've been there for 14 years, voted on hundreds, probably thousands of matters that involve all kinds of issues. quite obviously, that record must be reasonably good or we wouldn't keep hearing about the polling incident. >> senator kennedy -- sen. kennedy: in addition -- i don't mean to be disrespectful to the reverand. i have high regard for him and his son. but even looking back, it was imprudent of me to accept it without more information. but i don't really feel that it demonstrates a fitness to hold public office. thehe reason for concern is fact that your church has stated that it has the right and responsibility to direct its members in various areas of life, including the public realm. and we raised the question because we would like to know if you are elected president, and your church elects to use that privilege and obligation, what's -- what your response will be under those circumstances. sen. kennedy: if my church intended to influence me in a way that was improper or which affected adversely by -- my responsibilities as a public servant, sworn to uphold the constitution, then i would reply to them that this was an improper action on their part, it was one that i could not subscribe to, that i was opposed to it, and it would be an unfortunate breach and interference with the american political system. i am confident that there would be no such interference. we've had two chief justices in the supreme court that are catholic. i've already mentioned mr. dolle and mr. wagner. my judgment is that an american would a catholic, that he be extremely diligent in his protection of his constitution al separation. >> we would be most happy to have that statement from the vatican. that only makes it worse. it just escalates the situation. concerning crime in general, the green party believes addiction problems of all kinds should be possible,o the extent more is mental health and public health issues and not so much criminal justice issues. moderator: nicole galloway. state auditor galloway: as a mom, nothing is more important than the safety of our communities, which is why i have introduced a plan to get to the root causes of crime, lack of economic opportunity, this investment in education and health care that has been happening for a long time, and i stand with the 90% of missourians that want commonsense gun safety rules like background checks. rising crime has been for years under governor parson, and for the past year, communities were begging for action. he called a special session to give tax breaks for used car and boat trade-ins. this year on the eve of an election, he called a special order, and law & his own party rejected the majority of his proposals. he said sometimes you don't hit a homerun. well, when we needed him to step up to the plate, he didn't hit a homerun, he struck out. the witness protection fund doesn't even have funding. moderator: she said you struck out, governor, 30 seconds. governor parson: we didn't strike out at all. we did the things we needed to do to give law enforcement the tools they needed we protected victims and witnesses. her liberalditor, agenda is the cause of this problem, from decade to decade. years, we didalf everything we can and will continue to do that to fight crime. at we have done just that. this wasn't a problem that happened in two years. we teamed up with the federal government when nobody had done that, state and local levels, put our resources together, and we have good results in fighting crime in the state and will continue to do that when it comes to fighting crime in the state. moderator: he says your liberal agenda is the cause of crime in the state. would you like to respond? governor parson: he has been governor and lieutenant governor had in the legislature for a decade before that. he wants to point the finger at everybody instead of taking responsibility for his actions. i don't support defunding the police, he knows that. the only person on this stage that defunded the police is governor parson, when he cut $1.8 million from our state police force. jets are about priorities. we need to prioritize giving -- budgets are about priorities. we need to prioritize budgets for our law enforcement. moderator: the next question comes from emily. >> the black lives matter movement has captured the country's attention after the death of george floyd in minnesota, the death of michael brown in ferguson years ago in missouri continues to bring our state in the national spotlight. if elected governor, what if any social justice changes you advocate for? moderator: mike parson, you are first. governor parson: we have been working on that from day one. first of all, let me say black lives matter. all lives matter in the state. no matter who you are, where you are from, rich, four, wherever you come from. when you are in the military like i was, it doesn't matter what color somebody's skin is, doesn't matter what your gender is, is about taking care of one another. that is what we have done in this state. we are doing reforms. the post commission adjusted reforms across the state we teamed up with lincoln university to have the first african-american police academy in the state. by putting more police officers on the ground, making sure we are doing better in community policing around the state, all those things have been enacted, all those things from my administration. we are not just talking about plans and there is no plan, we are talking about action, doing things for the people that need it the worst. moderator: jerome bauer. jerome: i do support reparations, perhaps not by that name if reparations has a bad connotation from the last century. we could call it perhaps restitution or something. redressrious attempt to the legacy of our slavery and racism. , we really need to abolish that idea, stop thinking in terms of black-and-white. i know it is easier said than done and my take another 400 years to abolish race and racism. and maybe then, we can go on to address class and income equality. i hope it doesn't take 400 years to do that, but we really do need to think differently. moderator: nicole galloway. governor parson: after the killing of -- state auditor galloway: after the killing of george floyd, there have been rightful calls for change, and amazing demonstrations of unity with law enforcement and members of the community standing together and calling for change. forward a comprehensive criminal justice and policing reform package that can build trust between law enforcement and the communities they serve. governor parson has implemented some of these recommendations just this week. at the same time the, his campaign -- at the same time though, his campaign is engaging in racially divisive tactics. this is hurting our state. it is holding us back. let's just call it what it is. when his campaign apparatus wants to try to divide us on racial lines, they think will point the finger at each other and then will be too busy to point the finger at him and hold him accountable for his failures to address violent crime. moderator: rik combs. foremost, and missourians are missourians, no matter what their race is, their sex, the religion. i few missourians just as missourians, no more, no less. i am not into identity politics. when it comes to antifa and black lives matter, i am for life, i think all life matters. antifa and blm as organizations marxist in-- our nature. i will never be marxist. i spent 20 years in the air force to oppose communism and socialism and will be till the day i die. that is my promise to missourians. moderator: nicole galloway, you said the governor's campaign was engaging in racially divisive tactics. it went to give you 30 seconds to explain and then give the governor 30 seconds to respond. governor parson: his campaign apparatus put up websites saying incorrectly that i am pro crime, and listed pictures of many prominent black leaders in the state. hisas called out, and campaign apparatus and allies were called out in the media, for engaging in racially-divisive tactics. all,nor parson: first of my campaign has never run a negative at about the state auditor. my campaign has not. but elizabeth warren was endorsed by our state auditor, who does support defund the police. cory bush was the first person she endorsed, who does support defund the police. the head of the democratic party and the state of missouri is walking down the street with a bullhorn, with cars and businesses being broken into and on fire. that is the truth of what is going on. you might not say it in this forum with everybody watching, but it does matter who you run with. it doesn't matter when you are with those people who want to defund the police. i will never defund police officers and always stand up for law enforcement officers. moderator: staying on this topic, ruby, next question is for you. i staying on this topic, wonder whether any candidate supports reducing the amount of funding going to state and local law enforcement agencies in shifting some of that money to types of community service, which is what some would refer to as the intent of defunding?
