clinton when he was re-elected and reagan when he was re-elected in the mid 50s. >> what's your assessment of where the president is? >> the president was in the low 40s. in the low 40s several months ago, everyone said obama isn't going to win. now that he's ticked up between 45 and 50 approval ratings in various polls, he could win with another tick. if you look up around 70 plus on track, that's closing. things are moving in the right direction. when we worked in '96, we did a very similar thing. we declared the economy was coming back. obama declared the economy is coming back. people are looking at that. he's not saying that i think we're back to peace and prosperity the way we were at the end of 2000 but he is saying that my policies are beginning to work. >> it's almost like, whit, you see in our polling most recently that as americans feel more confident about the trajectory of the economy, the more supportive they are of the president. if there's that level of encouragement, what's the biggest factor to you that undermines that? is it unemployment? is it gas prices? is it middle east turmoil, prospect of war in iran? >> yes, yes, yes, and yes.

thing to look at bill clinton went through a meat grinder of a process on the democratic side in 1992, the year he got elected president. his comment when his poll numbers were low, about as low as mitt romney's are now, no one can run for national office in this country and gain votes going through a presidential primary process. again, his process was particularly damaging, you look at more recent ones, wasn't as bad as clinton as it was for romney but the clinton example looms large as we look ahead to the fall, there are were a lot of reasons he turned it around but the biggest was the economy. it was bad early in '92 and got worse as the year progressed, that gave him an opportunity to hit the reset button and people gave him a fresh look, his numbers jumped that summer and fall. >> i went through all the nbc wall street journal favorability numbers, over the past year we've seen mitt romney's favorability -- with mitt romney's favorability numb berks the people who don't have an opinion has dropped by 15%. the number of people with an unfavorable opinion of him has gone up by about 15%. is that inevitable? that is case that bill clinton was making inevitab

clinton years because of the bush tax cuts. the question is whether we can afford those low tax rates.ich people and half of the country doesn't pay federal taxesa the all or do we need to cut back the expenditures and the services have having a reasonable level to pay for them? >> the book debacle that i put out, it's two things. what obama did to make the recession longer or worse. this is the loudiest recovery we had from a recession. we had people leaving the job market and leaving the job market during the recovery. during the reagan years, he create 6.3 million jobs with the recession in the middle. this president we have fewer people than when we took office. >> why is that obama's fault? >> why is the recovery so bad? because of the regulatory taxes on energy creation and killing tens of thousands of jobs and killing hundreds of thousands of jobs by not allowing energy to be created. the more regulations are coming down and the tax increases and the democrats keep. during 2000, people forget. the american economy is dynamic. every year from 2000 on until the recession, we creat

orally both secretary clinton, general jim jones had given different impressions to both the turks and the brazilians. the issue of the fact that there was a greater amount of low-enriched uranium inside of iran had been brought up, and it had been brought up as a major problem. also the fact that the iranians were engaged in 20% enrichment had also been brought up as major problem. but here is the thing. the brazilians and the turks were hearing, essentially, different messages both from secretary clinton, jim jones and other elements in the obama administration. so as a result when there is a letter in writing signed by the president of the united states, i think it is understandable that their interpretation was that this letter is the final point, this is the final position of the u.s. government. you know, it wasn't signed by an intern. it was signed by the president. so their interpretation of that, i think, is quite clear. in the negotiations, however, they did bring up 20%. but they also realized that while the iranians gave some signals that they're open to ending that, they were not going to end that in a negotiation with turkey and brazil. they were
