he was a graduate at lowell high school. he was targeted. excellent driving record and pulled during the occupied movement supposedly for running a stop sign. when he was on his way to take a test for a job and he was beaten and detained for 2 months in jail. i could barely get in contact with him. they wouldn't let me visit him. my son suffers from cognitive issues to this day where there is no treatment because he was traumatized and beaten in the head with the baton over and over again. i'm thankful that i'm not testifying here that my son is dead. but police brutality has got to stop. we have to address the systemic racism. it's not police because we need police protection. the problem is when people are targeted because of their race or age and they are victimized and people who do that which tend to be police, they are protected by our system. accountability has to be, there has to be some kind of accountability in our system otherwise we just walk around with a lot of broken people, a lot of people who don't have faith in the system.

and joining me is lowell police chief and the producer of that video rob bliss., this was so uplifting when i saw the news of it. cops have been in the news a lot lately and it had not been for something good. when you thought about this idea of presenting presents to people on routine traffic stops? did you say, no, that will never work. you weren't too sure of it? >> i told rob i wanted to research it for about a month. i researched rob and some of the videos he had done. i said this idea is crazy enough it are work. >> you stop people for minor traffic, like a taillight out, so it was a legitimate reason for a stop. but it wasn't like you were stopping them for a drug bust. >> that's correct. >> so you go up there, or your officers do and you say, you have got a little deal here, what's going on? and i don't guess any of them thought they were going to get christmas presents out of it? >> not a one of them. >> what was the reaction tk shc typically when someone shows up with the very thing they wanted for christmas? >> they had no idea how we did it. >> what w

i went to miraloma elementary school and went to the junior high school and graduated from lowell high school. went to san francisco state and also have a law degree from new college california school of law and i'm here to tell you that as the executive director for the truth and foster family agency, which has been in existence for 25 years, our foster children have been exposed to a level of complex ptsd that is mind blowing. and what is resulting, for example, in the resolution specifically talks about the fact that the guns that are actually in the home. when you look at it, most of the suicides actually occur with the youth who got the gun from inside the house. these guns are there and many times they are loaded or they are actually easily accessible. so i know this is a very political issue for the school board, but the reality it's also a duty as board members for the best interest of the child. so i would like to press on you the fact that every day we deal 24 hours a day with children who have been exposed to gun violence, suicide, or domestic violence. it's affecting the ch
