still a great deal of shock in lower manhattan. in an area still desperately trying to figure out what happened a few hours ago. this tragedy coincides with the start of halloween, adding an eerie element to what is taking place. many people walking through the streets in costume in lower manhattan, and also worth noting that some of the witnesses we talked to thought this was some type of halloween prank. sadly, we know now that was not the case. a short time ago, we talked to a witness, a college student here who recorded the perpetrator fleeing. you can see the video. i can describe for you what the witness told me he observed. he was walking on a bridge over the west side highway on the west side of manhattan when he saw an individual running. the individual you will see in the video, carrying with him what appeared to be at the time two handguns. we know they were either pellet guns or paint guns. a few seconds after this video came to an end, that's when the shooter was apparently shot at least once in the leg by the police.

the city is in lockdown in lower manhattan. bernard, what will happen tonight as we move into the evening hours? >> well, as as a result of this, the naturally the nypd and fbi will escalate their alert status. they will make sure soft targets are covered the best they can. they will have extra resources in the streets, which they already do for halloween anyway. you know, as bad as it is as tragic as it is, keep in mind it could have been worse. if this guy pulled a stunt like this at rockefeller center, ran into 50 or 60 people, instead of a couple of groups here or there, the casualty list would be of bigger. this is terrible and sad, something we have to deal with. i think it would be much worse if he was in a different area of the city. liz: bernard, let's back up. this is being treated as a terrorist incident. and the, the thinking among intelligence officials is, this is, could be called a form of micro terrorism where you get these lone wolves with limited access to explosives or training, they don't need a lot of train

david lee miller is live in lower manhattan and has the latest for us. david? >> the scene here in lower manhattan at this hour, eerie, surreal, and deadly. as of now and at least 8 people were killed, at many as 12 were injured. as much as possible, new yorkers try and get on with their lives. the scene right here, there are hundreds of new york city police in lower manhattan because of this attack. there are also trick-or-treaters. and all this taking place in the shadow of the world trade center. to give you a sense of the geography as we pan up. that is the world trade center a few short blocks from where i'm standing. authorities identified the perpetrator of this attack. they say the alleged attacker was sayfullo saipov, 29 years old. they say he had a florida driver's license. he may have been living in new jersey, this reported by the associated press. but it's an ongoing investigation and that's not entirely clear. it appears the attacker began to drive a rented pickup van down a bike path down manhattan's westside. he entered the bike path, drove sout

as a motorist plows down pedestrians on the lower west side of manhattan.olice now say this was an act of terrorism. take a look at some video from earlier today. this happened just after 3:00 o'clock. they say that motorists with a rendered home depot van went down a very busy bike path for 20 now city blocks striking more than a dozen people. at one point ramming schoolbus, injuring four people there including two children. he emerged screaming arabic and waving a paintball and pellet gun. that suspect believed to be a lone wolf was shot by police and is now in the hospital under going questioning. >> the new terrorist tactic which they've called for publi publicly are these lone wolves who commit an act of terror. this is all very preliminary. it's only been a couple of hours. at this point there's no evidence to suggest a wider plot or a wider scheme but the actions of one individual who meant to cause pain and harm and probably death and the resulting terror. and that was the purpose. >> we have been tested before as a city very near the site of today'

police said the vehicle hit several people in lower manhattan before it crashed into a school bus andr was shot and detained by police. in a tweet, president trump has called it "another attack by a very sick and deranged person". our correspondent nick bryant has the latest. a riverside bike path in lower manhattan, where cyclists were mown down by a vehicle that appears to have deliberately mounted the curb. eyewitnesses described the white pick—up truck being driven at high speed. the path was scattered with damaged bikes and injured riders. moments afterwards, the truck appears to have rammed another vehicle, outside one of new york's most prestigious schools, and this footage appears to show this suspect leaving the vehicle and brandishing what police later said was an imitation firearm. pupils at the school told us help gunfire then erupted. he was running round with a gun. police came out and people called the cops, so they were coming in. the guy fired a couple of shots before and then there was a shoot out between the police and the guy and that's when they started to close d
