lowry: tax reform. you have had a lot of blowback from some of these conservative groups on the border adjustment tax. that say it's just going to be passed on to consumers and going to hurt certain sectors and can be highly disruptive. rep. ryan: i beg to differ on that. i have been doing tax reform since the early 1990's. going to a consumption tax for businesses is the most economically neutral kind of tax you can have. the fair tax border adjusts. that is a very popular conservative tax reform plan. lots of these tax reform plans, people just didn't know it until now. is 160nt it would make countries border adjust today. we don't, along with afghanistan and north korea and somalia. the older countries. 160 countries border adjust their taxes. we don't do that, and as a result, the way our system works, we incentivize businesses to move their manufacturing overseas. we incentivize businesses to relocate overseas. and the tax code today, it makes less sense to be here and make things here then oversea

patrick lowry toggins. pat recently passed away at the young age of 27 after a courageous and lifelong battle with duchenne muscular dystrophy. pat lived a full and inspirational life. graduated from high school and college, never returning home to work in communication for the syracuse chiefs a.a.a. baseball team. i had the distinct honor and privilege of meeting pat when he and a central new york united teammates won a national power wheelchair soccer tournament in 2015. prt and his teammates were -- pat and his teammates were incredible advocates for individuals with disabilities. i might add, i got in one of those power wheelchairs and i tried to do what pat did playing soccer and it was not easy. i commend him for that skill in that regard as well. pat was beloved by his family, friends, co-workers and so many in our community. he made a lasting and positive impact on all who knew and loved him. in pat's memory and for all those who suffer from rare and incurable diseases, we must continue to invest in
