i'd like to comment briefly, if i may, on commander lozar's report. i mean none of this discourteously. an alternate strategy is described in michael moore's movie. i don't remember the name of the movie, but he went around to various countries around the world, and one country he went to, as i recall, was portugal. and there, they don't use the criminal justice system to deal with drugs, and there was some information how it worked, and it worked out well. i'll get the name of the movie if you're interested. commander lozar's report i think leaves out various aspects of the drug situation. the burden of incarceration, our government activity supports high drug crisis, and most importantly and rarely mentioned, the chaos inflicted on mexico by american drug habits. but one thing that this -- commander lozar's report cannot describe because it is indescribable is how good this drug makes you feel. i had an operation maybe 30 years ago, and i had access to demerol, synthetic heroin, and let me tell you, the first time i had a shot of demerol, i knew imm

officer lozar, could you come back up? i have some questions -- commander, sorry. so you've heard now the testimony of the parents and heard the written testimony of one young man. can you respond to that? i guess my first question is why would it take three -- if the father arrived at the same time as his son, why would it take three hours to allow the father in the room with his son? >> well, it shouldn't take three hours, and i think, as we talked about earlier, we have mentionedpress, i would be irate, irate, if my daughter was questioned without me being present. so i absolutely understand why this family is so angry. if it is true this family had to wait that amount of time, it is unacceptable. it should not be allowed to happen, and i will do whatever i have to do to make sure it does not happen again. parents need to be with their chirnt in these moments. they need to talk to a lawyer, as well. that should be a shall and not an option. but just hearing that there was a possible -- whether it was 45 minutes to three-hour delay that the parent was not allowed

[applause] >> next, commander dave lozar, the prior commanding officer of central station. >> if i also can ask captain pauli to come up, commanding officer from central station to stand with their officers. good evening to all the officers and families that are here. it's my pleasure to introduce to you officers fischer and o obrochta, and others. on thursday, september 25, 2014, at approximately 5:00 a.m., a woman in richmond, california, entered and started her vehicle. the suspect approached her, armed with a handgun and told the victim that he would, quote, take her away from all of this. the suspect, fearing for her life quickly got out of her s.u.v. and began running away. the suspect took aim, and shot, missing here. completing the carjacking, the suspect fled the scene. the victim called the police and within minutes, the officers located the vehicle and attempted pursuit. richmond police continued pursuit as the primary pursuing unit does until the pursuit was taken over by the california highway patrol. the c.h.p. pursued the violent carjacking suspect web on i-580, the south

happened, and this is enormously disturbing and this is enormously disturbing, and i thank you, commander lozar for taking this seriously and for being here and for your openness to continue working with supervisor ronen to work on this. this was an extraordinary and we hope unusual situation, but i -- the united states being what it is, this is probably not the last time that a gun will be found or even discharged in a san francisco public school. >> unfortunately. >> supervisor mandelman: and i think that we need, you know, next time, if some of this is, you know, what folks are believe it to have been, then we need to do better. so thanks for taking the time, thanks for bringing this to us, and i'm super impressed by the youth commission and by this family. >> thank you. thank you very much. >> supervisor ronen: and i just want to -- this is just hillary ronen, supervisor of district nine, i want to apologize to the pena family, because everything i've heard and read about your experience, mr. pena, you and i act very similarly. that would have been exactly how i would have acted in the situ
