luke's. this slide show some basic numerical comparisons that relates to the size and capacity. of the two to nine licensed beds, at st. luke's, 150 are licensed four acute-care. of the 229 beds, 139 are in use. at 60 of the 150 acute beds and all 79 skilled nursing. the project proposes 80 licensed beds in single occupancy rooms that are expected to generate a higher occupancy rate. the emergency department will increase by 70% and the outpatient care capabilities will more than double. at the may hearing, the commission asked for a comparison of the existing and proposed medical services at st. luke's. there is a memo that outlines all of this information. in summary, this slide shows most of the existing inpatient services will be retained. st. luke's inpatient psychiatry unit was closed in 2006, and all of the inpatient psychiatry services systemwide are performed on another campus, and there are no changes proposed in this project. there have been several recent changes at st. luke's tha

luke. we have 11 buildings, most of which are two and three-family homes on caesar chavez, guerrero and 27th street immediately adjacent to the proposed st. luke's site. cpmc's plan to move the hospital the lengths of a city block from the corner where it has reasonable buffer from the residential neighborhood right next to existing homes is an unprecedented industrial encroachment on an existing residential neighborhood. there's nothing like it in the city or even anywhere in california that we can find. the plan is in conflict with the existing character and zoning of the block and proposes to place a massive building with an ambulance entrance and 24-hour loading dock immediately add jate sent to homes. over the last three years the members of the lost block have participated in every public forum we were aware of. we've met with supervisors and submitted written comments. we're not paid to be here. we're here as concerned neighbors deeply affected by the cpmc project. we know nothing ab

luke's in 2006.as a result, the patients back up in psych emergency and the patients winds up with 25 to 26 and patients stay there for days looking for an appropriate place to go. now, in the proposal that you have heard from cpmc you saw a lovely list of services all doubtless, important, useful by ms. withey. you heard from director garcia a list of the city's acts as far as mental health services, including an attempt to get cpmc to improve its somewhat disappointing record in charity care. what you have not heard so far is a single word addressing the needs of the seriously and chronically mentally ill. as a matter of fact, that was brought up by our group at the blue ribon committee. those 16 beds do not serve the chronically ill as i try and present a patient to them. so what we have here is a proposal to create two new hospitals, two fully functioning emergency rooms and no psychiatric inpatient facilities on site. what is going to happen to psychiatric patients who come to those emergency ro

luke's. i recently wrote a letter to our public health director, barbara garcia, expressing some concern around the proposal that had been submitted by the mayor's office. we were very pleased that so much work has gone into it. i have yet to meet any person who is not against -- who is not for having a viable st. luke's. the question is how do you ensure that liability? my question is specifically, will you support my request of cpmc, that to ensure the viability of that hospital, that they actually take the step of locating a specialty service. we gave the example of orthopedics. a specialty service that going forward insures the viability of that campus by essentially changing something that is not there right now, which is having apayer that makes the hospital viable. -- having a payer that makes the hospital liable? >mayor lee: thank you for that question. i want to thank you for your attention in making that health- care readings get the benefits to the people of san francisco. i believ

[list of names] >> i am not doing well with names tonight. i am not sure what the reason is really. i have of blocks -- a block. you can come up in whatever order. >> good evening. i have been a nurse for over 35 years, and at cpmc since about 1986. without union representation in the new hospital, and may be forced to rebid on my job and my shift. please do not permit these plans to continue without considering the implications and consequences of not having a union -- not having mandatory overtime, request favoring seniority, monitoring to protect patient safety. these are three examples of the benefits of union representation. nurses are advocates. now i care for an advocate for my patients. the union protects me.

s luke's. and we are committed to contributing amounts to the city to offset potential impacts of transit, pedestrian safety and housing. with that said, the current asks for affordable housing assumes a ratio that would be appropriate to a condo developer, but they are not appropriate for a hospital seeking to provide a community health benefit. we believe the number may be higher than our actual impacts and committed to work with the city to resolve these items. we agree with mayor lee that it is critical to reach a prompt agreement. to that end we will meet with the city staff and mayor and work towards finding common ground for all of these issues. my goal is to have an agreement in place prior to the july 14 informational hearing to ensure we can stay on schedule. many in our organization are questioning whether this project is feasible. a delay of this magnitude at this time would only increase the pressure for us to consider alternative solutions to continue our commitment in health care

luke's. only logical. the construction time is less than st. louis, and the need is even greater. concurrent on new operations are absolutely essential, because they argue that the specialty care to be provided is needed to supplement what will not be available at st. luke's. they have to be concurred. next, implement the recommendations of the blue ribbon panel. i think we have gone over this, and that is pretty well-settled, as well as i can tell. the office building should be operating no later than three years after the hospital opened, and we continue to refurbish the building. i have a slight disagreement with the mayor. i fear in my mind for years is too long. i would like to see that open no later than two years after the hospital is constructed at st. luke's. i think it is vital to the st. luke's operation, and i am going to have more to say about that later. the next section is the charity care and community benefits. to provide charity at a level consistent with nonprofit hospitals

luke's. on that building, you meant 200 years, i assume. i don't think we build a quansa hut or other building for 10 years let alone anything else and is in itself really a -- it's almost laughable. you don't build a home -- you can build a doghouse for less than 10 years, let alone building a hospital for 20 years, that just doesn't have any credibility. and i would appreciate if that number gets updated but there's a real resemblance of commitment to building a hospital which brings me to the point i am still very uncomfortable about the size of st. luke's. i think it is undersized and i believe that the general overall shifting in numbers does not have credibility. luke's hospital. nearly's proposal is a food stepping stone, but san francisco -- the mayor's proposal is a good steppingstone, but sun francisco needs more. a labor contract expired four years ago. there has been minimal effort to return to the bargaining table. this is unacceptable in a union city like san francisco. the current proposal benefit of predominantly male profession. resident nurses are predominantly female, and at st. luke's, there female nurses as well as minorities and nurses, and we serve with pride. we enjoy the same deal building personnel were given. the surrounding community deserves a full-scale, viable hospital. i want to address the capacity that keeps being brought up. we continue to transfer patients to other facilities in spite of having these and the dead, and -- having these and seedbeds -- these empty beds. we have been told the stands is not financial. it is because they can. they posted a 30% increase in profits in 2010 during the biggest economic downturn since the gr

luke's is the only hospital south of market from san francisco general. we wouldn't put all five stations -- fire stations north of market. we want a full complement of hospital services for 370,000 people who live south of market . regarding the proposal to build a, quote, center of excellence for diabetic care, you can't exclude vascular surgery, renal, dialysis and wound care when claiming to specialize in treating seniors.
