luke's. so, the agreement also contains a payment schedule for the cash payments as noted on the slide above. in summary, about $7 million is payable to the city as soon as the project is approved by the board and signed by the mayor. the remainder of the payments come over a period of five years , once approvals are finally granted. which means any mitigation period -- any litigation has been settled or time period for filing such litigation has passed. i also want to note that a couple of payments have their own schedule not part of what i just mentioned, including the payment for displaced housing units, the in-kind improvements at st. luke's and davies, and any funds that are payable due to the result of traffic studies that identify additional congestion. and this, my last slide, just to talk about moving the project forward. if you move the project forward today, it will need to go back to the planning commission because the project and the development agreement are substantively differ

luke's to an 80 bed, 120-bed st. luke's. obviously glad to be here because we wish to see more infrastructure for the city. the primary focus remains on st. luke's given it's the overflow facility for sf general and only acute care hospital south of market. other than the very pertinent questions from supervisor jane kim, we have not heard anything about inpatient psych beds as a necessity. this is a major problem. our member physicians at st. luke's who practice primary care there have expressed the need for psych services and they felt the void of the 32-bed in-patient psych unit when sutter close that had in 2007 -- '5 in violation of an attorney general agreement. meanwhile, sfgph has de-staffed another psych, 7 psych beds from sf general after going from 80 down to 40 about two years ago for the acute psych beds. we're very thankful to have the endorsement of the sf central labor council and various other community coalitions in regards to our mental health demands. and we've got those demands have been vetted by over 3

luke's. i think this framework that we're seeing today is a tremendous victory. thank you so much to the team on the board that worked on this and for the city staff and for cpmc as well. i do want to say that i learned a lot about traffic during this time. spoke to a lot of traffic engineers. my favorite meeting this time last year when we were talking about the 28,000 additional day trips, trips to go to cathedral hill hospital as planned and the traffic engineer explained to all of us, remember [speaker not understood] in detail, as to how this would not cause any additional gridlock in any intersections around cathedral hill or the tenderloin because everything would be permanently gridlocked. so, that would be no additional gridlock. so, clearly -- this actually happened. so, clearly this is a huge improvement for cathedral hill in terms of environmental impact and transit and a huge improvement in terms of st. luke's being sustainable. thank you very much. >> thank you. next speaker. >>

luke's. and as you heard, this represents a 50% reduction at cathedral hill and a 50% increase at st. luke's. the cathedral hill campus which will be our largest campus will be centrally located at the corner of geary and van ness and will continue to be the home for most of our tertiary and quaternary demographics. more and more people are and will living and working south of market. our revised plan with a larger hospital on the st. luke's campus reflects those changes. in addition, the plans for medical office buildings at cathedral hill, st. luke's and davies will provide space for our doctors and caregivers. we are eager to get going. indeed, being able to start our projects before the economy finishes its recovery has allowed us to provide substantial community benefit. beyond those building two new hospitals in the areas of health care, affordable housing, transportation, neighborhood improvements, and work force development. as you've heard, we could not have can you have to this plac

saint luke's hospital will be 25 of all the cpmc. it will continue to provide the level of care with no financial conditions or projections and i think we have solved what was an issue and initiated on the side of the hospital. over and above the on going care obligation of the hospital. the agreement is $90 million for cash benefit and others related to health care, affordable housing and pedestrian safety. that's an overview of the deal and you will hear, i'm going to be to make some acknowledgements an those that negotiated the contract, the development agreement as to specifics. the process was one that i came into with somewhat or some bit of trepdation. i have been involved and know what i know from the board of supervisors from what i read in the newspapers. i was concerned about what it would be like to work with these young people who are responsible for the legislative function of our government. i also realized that by san francisco definition that i was dealing with supervisors of three different levels, left, middle and

i first came to saint luke's when i finished school. i graduated and didn't have health insurance and i was pretty sick and i didn't know what to do. i learned about saint luke's it where people who find themselves in my predictment go. my mom was ill and we had to take her to the er. they saved her life. it's very personal to me. the test for me has always been we want saint luke's to be a world class hospital. this dealen insures that we get that. we have 120 beds. which is a 50 percent increase from the original proposal, but more importantly, saint luke's plays a more important role as part of the larger cpmc system. cpmc by making it a larger hospital is making a real commitment to ensure this hospital will continue to serve this community for years to come. it's not just the size of the hospital but the specific requirements that i'm happy to talk to you afterwards that actually required and followed the guidelines that the law provides but also that it provides specialties and a center of excellence that is specifically outlined

it's going to get worse, luke.he size of the army here, you'll have more people going out into the public works space. >>> lastly, what can average people do watching this program who have a soft spot for the military and the sacrifice made, very much patriotic, saying what can we do at a basic level to give assistance here? >> well, i love the program that you guys are running, just watching the lead-in where it talks about jobs in the area. i think it's important for the public to understand there's 25% 30% of 18 to 25-year-old veterans are unemployed. so understanding the issue, knowing where there's hiring benefits, the federal government will give you benefit points based on your service. if you're wounded you get like a ten-point bonus towards your ability to be hired. so i think it's understanding in your community where the jobs are and what the benefits are. most jobs are found because you know someone who works at the plant or you know someone who works in the company and nose the veterans and linking peo

luke's. i really believe that this deal as it currently stands ensures that. and not only does it ensure the long-term viability, i think it creates and it provides the southeastern part of san francisco a world class hospital for many years to come. we're talking about a hospital at st. luke's that is 50% larger than originally proposed and is larger relative to cathedral hill which has -- is now half of 50% smaller than originally proposed. by definition it means that st. luke's is an integral part of the cpmc system, and that the cpmc system by virtue of the percentage of beds that will be placed at st. luke's cannot survive unless st. luke's is successful. and not only is that based on the number of beds, but also based on the services that are going to be created and placed at st. luke's. st. luke's will be a full service hospital following the very clear definition that state law provides. it will include all the services that one would expect this that kind of hospital and it will be a

luke's. davies was not part of that controversy. davies is such a critical resource in the castro community for the lgbt community, for so many people, and it will be intact and it's going to be an even better facility than it is now. i'm also very happy that the streetscaping commitments made around davies and st. luke's are intact fully and that is a very positive thing. as with any consensus driven plan, i think we've heard some elements of this today. we're never going to all love everything. there are aspects of the proposal that are disappointing to me. the fact that the down payment assistance was zeroed out, that was from the 33 million to zero, i believe. that side is disappoint tog me. that was a value choice that was made during the negotiations. i disagree with it, but that's the way negotiations go. transit fees, impact fees were reduced by 33% or 30% i think from about 20 million to 14 million. that's very disappointing to me. once again, colleagues, transit comes out at the sho
