we have luke borer here from the controller's office. >> thank you, chair haney and good morning, supervisors. the item before you is a supplemental appropriation ordinance for $11.6 million and $35 million is special tax bonds and $11.6 million on hand and it will be spent on the tj pa portion of the planning design and preconstruction for the downtown rail extension. bonds proceeds will fund that service. and the board approves a resolution authorizing the bond sale. back in december. tj pa will be submitting a grant application requesting to the new starts program and they have to demonstrate to the federal government that funds are fully available and committed to developing the predevelopment cost with no further legislative approval. under a joint community facilities agreement, that was approved by the board in tj pa in 2014, one of the city's requirements that was tj pa's expenditures would be moneys that go through the board's appropriatation process. despite there not being a city department. hence the need for this supplemental [inaudible]. if there are any questions, i'm available
