luke russert joins me now. talk about the legislation and the chances of any of this passing. >> hey there, thomas. the chances are slim to none because these four proposals being put forward are essentially regurgitated from what we've seen over the last few years on capitol hill after newtown and the san bernardino terrorist attacks. let's talk through them a little bit and give you an example of what they are and why they're more likely than not to go down today. the democrats are going to come out of the gate with two. the one will be by chris murphy of connecticut. he is, of course, the senator who led that filibuster. he wants to see the gun show loophole closed as well as stricter oversight of gun sales done over the internet. now this is a variation of what was put forward in 2013 after newtown by senators manchin and toomey. there were newtown families in the gl rgallery watching the vo. shows you how strong the nra was opposed to this saying it hurt private gun sellers. another proposal put forward by

luke russert joins us from capitol hill. is there a big meaning between i'll vote for guys and i'll endorse him? >> well, his spokesperson, brendan buck, said on twitter we're not playing word games, consider this an endorsement. if you go through and read the op-ed, paul ryan essentially comes around to saying look, we have these policy ideas in the house of representatives that have to do with national security and health care and taxes, et cetera, and i believe, as speaker, that donald trump is the best person to put those into action as president. that if hillary clinton is elected it's four more years of quote/unquote liberal cronyism and why donald trump will get my vote. ryan is still going to run this parallel campaign, chris. he's going to talk about policy and those policy ideas will come out in the next few weeks. but this is a big step because we had been told by his staff for quite some time that there is huge ideological differences between trump and ryan on issues like trade, like issues like immigration. paul

nbc's luke russert is joining me now. >> is that a possible compromise? >> reporter: it is a possibility. we are still unclear of what exactly these amendments will look like and will it be the feinstein bill that's presented after tsan bernardino in decembr that was nicknamed -- and you are not able to purchase weapons. the constitutional is concerned of that. if you are on that list by mistake, you should have due process and a judicial review and having your second amendment infringed upon. that's what john cornyn is trying to work out. he had a proposal back in december that failed and democrats said the burning of truth was too high for the department of justice and it was a three day delay of the terrorists waiting out those three days. i think when you look at the entire spectrum of the gun laws and put forth by democrats, we are hearing something along the line and of what's coming out of new newtown and pennsylvania closing the holoopholes, that's not goi to go anywhere because of the nra. i do think there is a possibility of considerations i had

i want to move to another colleague, luke russert, he was at the news conference just a short time ago, luke, chairman gowdy repeated over and over again there were significant new details in this report that would change people's view of benghazi. specifically what is he referring to? what in your mind are the biggest takeaways from this 800-plus page report and ones that could sort of drive the narrative of this topic going forward? >> you know, i think there was an interesting divide between the republicans and the public will make up their own opinion, i'm not going to offer my personal opinion, i only let the report speak for itself. you then had mike pompaeo, the conservative group here on capitol hill add an addendum that more directly implicates hillary clinton and her leadership, telling me that her leadership was morally reprehensib reprehensible. gowdy would not go that far. there's that divide. i think what the overall gist though of what they're trying to put forward is look, the obama administration wanted to hold up libya as that crowned jewel of the arab spring where u.

i can tell you and luke russert and kelly were saying this in their reporting. this didn't feel that way yesterday. this wasn't organized by the leaders in the democratic party or in the white house or pelosi and hoyer. this really came from john lewis and congresswoman clark and a few other people. and lewis is a civil rights organizer who risked life and limb and is praised by beating in both parties for that. it did have a different flavor. whether that lasts long term and whether republicans are able to rephrase this as rule breaking by another name is a political question. it's different than something highly structured. i interviewed one member of congress late last night who said, hey, i would have worn pants and not a dress had i known we were going to do this. this wasn't all organized. this grew and grew and grew n this goes to social media which is why this sit-in is different than anything we would have seen in the last 200 years because it was broadcast by members, even as the republican leadership, as they allowed to under the rules, shut down the

nbc's luke russert has been our warrior on capitol hill covering the wild past 48 hours in congress. he joins us now. what's the latest? >> reporter: well, the latest i think is two-fold. in the senate, the collins compromise is alive but faces a very difficult path because with the 52 votes that it got, two democrat senators missed it, there are still about six short. that would be six republican votes short to get to 60. on the house, nancy pelosi told me in the clip you just played that they plan to continue the fight they put forward on the house floor yesterday and early this morning pertaining to gun control, whether that looks like civil disobedience, we will see. but as far as any legislation moving forward in the house, it remains to be seen. speaker ryan was deeply upset with how the democrats acted on the floor, said that it would cause bad precedent for the future. the minority party would do something like that. it did not show necessarily i think any indication that the majority party would allow the minority party to move these amendments to a bill, preferring to kill

let's start with luke russert on capitol hill this morning. tell us what we've got here. can we expect these votes on these two bills? >> reporter: well, hey, jose, we can expect votes on an amendment process, appropriations bill, pertaining to two things you just mentioned, one the no fly, no buy terror list. if you're on the terrorist watch list you should not be able to buy a company. this is something congress debated after the san bernardino shooting. there are differences between republicans and democrats about due process. republicans saying we're open to that but we don't want somebody on the terrorist watch list to have their second amendment rights violated by the government deciding who's on the list and who is not. they want more judicial review of that list, perhaps a three-day doj can block a gun sale for three days sean have a look at it. they'll have to figure out a way forward on that. democrats say that puts the burden of proof way too high on the government will allow terrorists to get guns if they wait out the three days. the other portion of this is t

nbc's luke russert. two different issues here. the background checks, the terror loophole.a proposal from each party in a 60-vote threshold. is this a recipe for nothing happens? >> i think ordinarily it would be a recipe for nothing happens. but if you look at the democratic proposal and republican proposal you just put forward regarding not being able to purchase a feirearm on the terrorist watch list, there are a lot of commonalities. obviously the democrats want a more forceful bill, really tip the scale in favor of doj. but republicans are admitting the system as it currently is, is flawed and there should be a way for the government to prohibit a sale of somebody who is on that list in some capacity. i think what's very interesting is you've seen since the course of orlando last week, republicans are now open to, if you've been on this list for a period of five years, even if you've been taken off, you still can be flagged. that's a big movement for them. in that case, this killer in orlando specifically, he would have been flagged again because he'd gone on and off o
