lungren, for five minutes. mr. lungren: request unanimous consent to revise and extend. the speaker pro tempore: without objection, the gentleman is recognized. mr. lungren: thank you very much, mr. speaker. first i would just say to the gentlelady who just spoke that i do not doubt that the president wishes to create jobs. the fact of the matter is he just doesn't know how. the record would suggest to that. when i first came to this house the year was 1979, january, we were in the midst of what history has shown us as concluded was a failed presidency. we had something called the misery index. we had unemployment rising. we had inflation rates around 20%. we had by all gauges a difficult time, a time that many people looked upon with despair and many suggested that the issues were so large and the problems so great that no president could possibly deal with it, no congress and the american people could not. it was just prior to that time that i met a gentleman from georgia, mr. gingrich, as we were both freshmen members elected. and we began talking about the fact that

dan lungren, now republican of course, but now in the sacramento area; correct? congressman, what did you hear from the president? >> welcome as usual he has very good rhetoric. the question is whether the substance matches up with the rhetoric. i'm pleased that he had an ode to the mother trinkle started and mentioned the military in between. the amazing thing is that the only large cut that's taking place in the federal government is to the military. and those two things didn't quite jive. i was hoping that he would talk about in a serious terms the deficit. that is a huge challenge facing us. and i counted 20 different -- 21 different points that he made it wasn't until number 17 that he talked about the deficit, and not at any length. at third, he didn't think the connection between our necessity for creating jobs in this economy with the negative impact of the deficit on the private economy. so, i was disappointed in that i like this president. he's a nice guy but it's his policies i find very, very difficult to match to the reality that the facts out there.

lungren, for five minutes. without objection. mr. lungren: thank you very much, mr. speaker. mr. speaker, when i had the privilege of serving in this house for the first time in the 1980's i joined with many of my colleagues in supporting the creation of the martin luther king jr. holiday. i recall the time because we had twice before defeated the proposition based on fiscal concerns. and i in fact had voted against it on one occasion and then reflected further on it and thought that it perhaps was more important that we have a single holiday that celebrated the consensus that had been obtained on civil rights, the consensus in this country that we should take positive action to assure that all men and all women were recognized as being created week wall and having opportunity in this society. and i thought this consensus on civil rights was embodied in the person of dr. martin luther king and thought it was important for all americans, young and old, to be able to reflect on that and to have a period of time for that reflexion and -- reflection and that we can learn from the mix
