jacky rowland reporting from luxembourg. what are the sorts of differing reactions. >> well, there has been a problem up until now. there clearly isn't a coherent e.u.-wide policy mechanism for dealing with this influx of refugees. really, it's pretty much unprecedented. the last time we saw this movement, to speak of. was during the bull can wars, 20 -- balkan wars 20 years ago. we are seeing more willingness from certain countries - namely germany - to give asylum to the people. countries in other areas, the u.k., seem hostile to the idea, particularly of an imposed quota, the belgium foreign minister arriving at the meeting a short while ago, summed up the feeling of quite a lot of foreign ministers here, that there needs to be a change in attitudes across european union towards the asylum seekers. >> we must welcome all those who have the right to asylum. there's no reason for us to refuse asylum for those that came from countries of war, countries where lives are at risk. people who take enormous risks get to europe. it

that's an issue that the foreign ministers are looking at in luxembourg. there's the question of attitudes to refugees, attitudes to immigrants, to foreigners, outsiders coming into the e.u., and that is an area where we are seeing stark contrasts between the attitude of different countries and the attitudes between different political movements within the countries. >> i know they'll not reach a decision today, but are they expecting progress reports. a. we are expecting more from the e.u. foreign policy chief. before the meeting, it's a 2-day meeting. she cautioned against what she described as hysteria. and felt people would panic and become historical about the question of a huge influx of refugees. she said now is not the time to get hysterical. yes, for sure, there are emotive issues, very distressing pictures emerging. but it's a time for the ministers to be calm, to take their responsibility and formulate policy in a level-headed way. she'll speak in an hour or so, as will be foreign minister of luxembourg, which is hosting the meeting. it will giv

foreign ministers have been meeting today in luxembourg. are you getting any signals about a common approach to this crisis? >> they did start on quite a constructive note as germany, france and italy came with a five-page plan, a document they had already sent. usually when the biggest countries in the european union are on the same page, decisions tampa bay taken. what they called for was a more organized asylum procedure in the union itself and a better repatriation policy for those who fail to pass. the word solidarity appears a number of time in that dossier, refugees to relocate in a fair manner among the 28 member states. this is going down very well with the others. the president of the institution will give his state of the union speech next wednesday in strasbourg when he will pile on the pressure on e.u. member states to help with this relocation mechanism that comes after the united nations refugee commissioner called on the european union to create a massive relocation package, relocating some 200,000 people that were fleeing f
