livelihood, how does the state of virginia and under your leadership how do you think about addressing those and in ways consistent with some of the principles we are talking about? >> thanks, lynn. i'm someone not to put myself out cows and expert going back to chesapeake bay much of what we've talked about has been western oriented. the effort to clean the day has been a challenge for a number of states in the east and part of that challenge frankly for the folks in here who are interested in finding sort of ways that we can improve the environment as well as to do it in a market-based way has been a challenge for all the states, even for the democratic lead states when we have an epa that comes down on each of those states in a very hard way. we specifically talk about agriculture. in my state the agriculture people on a voluntary basis has been enormously good, but they are doing it on a voluntary basis because they are afraid of the epa coming and implementing specific requirements for our group culture so we work very hard to stay ahead of the curb and keep agriculture engaged so that we don't, you know, essentially we are trying to protect them from the epa. the industry
