sopko: i believe the security situation will improve , and i believe if the m.o.u. with the department of defense and the state department on security is written and is carried out, we will be able to get out. not as much as we'd like but we would be at least be able to get out. ms. foxx: and what is your view on the president's proposed troop increase impacting your ability to conduct oversight? mr. sopko: i think it can only help, ma'am. although most of the advisors and the troop increase will be on advising and training, we hope there will be an increase of guardian angels not only for them but also for others who need their protection. so we think it's a positive step. ms. foxx: and you may have said this before i came in but how is the d.o.d. performed in the last year in getting facilities built quickly and at a much fairer price to taxpayers? mr. sopko: i cannot give an assessment on that yet. we're actually looking at that right now and i can't really tell you what the conclusions are. they're trying, let's just say that. i think this military team here und

we did finalize an m.o.u. with the district attorney in 2014 and so the d.a. has been receiving this police incident data since then. i want to say a word about direct access to the crime data warehouse. so, the crime data warehouse is a police system, it has core data, incidents and field interviews, officer data, not meant to be a public repository, not even meant to be shared. and again, the plan is we share the data with justis and justis shares the data with others. so, the way the security works on crime data warehouse, if we give someone access they see everything. no different access levels for different departments. so we can't at this time give direct access to crime data warehouse but that should not be an issue because we are sharing the data through justis. i just -- a word about data available to the public. a lot of new data since that slide i showed you has been requested from the police, mostly having to do with policing as opposed to crime. so, we have added, in addition to all the crime data, we have been focussed on crime data prior to the

m.o.u. law enforcement is still in progress. we anticipate bringing this item to you in december as well. in the process of formulating the transit center code of conduct. we anticipate issuing the roving security and good will ambassadors later this month and bringing it to you in january. in march, finish drafting the security standard operating procedures needed to effectively manage security at the transit center. and then preopening security training will be complete before the transit center opens, with the month prior to opening being used to prepare the members of the transit center security team, including the ambassadors, law enforcement and security center staff. we will also be including tjpa and lincoln staff to operate during normal conditions and during an emergency. and finally, the security information management system, and emergency communication mass notification system contract will be complete in may of 2018. thank you. >> a question on security timing. so, we are going to have people who are going to be us

with that here again there's a construct in place that helps speak to the issue the fda does have an m.o.u., a memorandum of understanding in place with the fcc. fda has dialogue with the fcc. that dialogue is sometimes initiated by representations that management will make to the public markets. we are known as a conflict or there's an untruth or purported untruth. i know that there then actions taken on the basis of referrals that a been made by fda. >> here's a company specific question, a little tougher. how would you respond to people concern that your ties to industry could give device makers and drug companies too much influence at the expense of patient protection? >> i think my experience having worked on both sides of this working in the venture q-uppercase-letter you come up and to develop novel technologies and my work was related to small companies, new technologies as well as my experience currently in past working on the regulatory side has informed my perspective in ways that i think are helpful. others can judge it differently. i judge it in a certain way. i think it helps

and there is an m.o.u. between the town, the city of summersville, ferc, and the army corps of engineers. the summersville hide row project was licensed by ferc in 19 -- hydro project was licensed by ferc in 1992 and constructed in 2001 with the cooperation of the army corps of engineers. it provides enough renible energy to power 22,000 homes. it might be possible to increase hydro power by adjusting the seasonal pool levels and managing the releases. even if this is only for just a few days, it could result in a 15% increase in power generation for the surrounding community. unfortunately, i've heard that even to conduct a study, it requires explicit authorization from congress. so that's what we're doing here today with this amendment. this amendment would provide that authority. and only in limited cases where there is an existing m.o.u. on the books. between the agencies and ferc. at this time, mr. chairman, mr. speaker, i would yield 30 econds to the chair. >> i thank the gentleman from west virginia.
