the board of supervisors passed a resolution, and several boards followed suit, from the m.t.a. to the police commission, it's frustrating that five years later, this board still needs to pass resolutions such as this, as we wait for elected leaders to give their support for critical street safety projects. people are dying, and it's made clear today. in 2015, there were 31 deaths, 2016, 32 deaths, 2017, 20 death, and 2018, 23. now in 2019, we're at 17 fatalities, that's 13 walking and biking, and 4 in other modes. that puts us on pace for 47 this year. just last night, i joined commissioner haney, reverend williams, and community activists to recognize another life lost at tenderloin. i done this several times this year. i really hope that one day we could do more ground breakings than vigils, but that hasn't been the case this year. i challenge each of you to make real commitments to projects in your district and uphold this resolution. just last week, back to workday, mayor breed instructed the group that we needed to have 20 miles of bike lanes. thank you for bringing your at

a very important project was to improve the downtown third street transit lane forward through m.t.a. board approval. there is an example of why it is important to iterate, and we have a red lane on third street, and a lot of times it is stuff with cars, especially if there's a baseball game or any other sort of congestion. and the cause of that is there are a lot of people trying to turn right and they're getting into the transit lane. we will be moving the transit lane over one lane so that it can flow more freely, and that feedback came from some of our operators and inspectors who are out on the line, particularly managing it through those ballpark days. in the last thing we did is we optimize some of our signal priority on mission street, so we have a complex system in, but we are always trying to learn and make sure that we are rolling it out in the most effective way possible. the next metric we looked at was subway delay. this is really the first time that we have used this metric and to your point, it maybe is in the most user-friendly, but what it does capture is every minute that

m.t.a. and the board of supervisors has just become a big waste of time. our situation is beyond a case of simple buyer's remorse. i mean, we cannot compete with venture capital uber and lyft. we can't subsidize cheap rides for people. the m.t.a. set the price that created this monster. and they agreed if the program were to fail or end, they would buy back the medallions and give us a prop "k"-earned medallions. obviously, this is not happening, and we're forced to fight uphill in order just to get anything. it is really sad. what can i say? we want the exit mechanism. it is in the rules and regulations of the m.t.a., and it is also in the contract between the san francisco federal credit union and the m.t.a. please, just get us out of this program. if we got into this situation with the market dictating the price like in other cities, like new york, it is somewhat understandable. but, once again, the m.t.a. created the price, they created the monster. m.t.a. goes on the policy goes to the board and they say, we store the information for 90 days, we share it with the police department, the public defender's office, we will approve that policy. if they say, for instance, we also sell it to third-party vendors, i would imagine we would not be okay with that, or if they say that they share it with the federal government, we might not be okay with that. so this is attempting to revoke that conversation and to make departments actually have these policies so they are not casual things, and 170 violates that policy, at least we know that, i will make up an example, that i.r.s. agent who broke the law when he released somebody's tax returns, or when the data was shared in a way that was an aggregation of the use policy. if you don't have a use policy, then nobody is breaking any rules. i think that is the conversation we want to have. of course, we will have security cameras on our buses, we will still have body worn cameras on cops, we will still have license plate readers on our buses, but we will all know what we thought >> supervisor brown?

m.t.a. -- you know, staff is pretty phenomenal here, and we have been blessed with some really amazing project managers on these moving forward projects. we have presented, and this board has approved, three specific projects in the last several months. i want to walk through each of those, and talk about kind of how they show our implementation philosophy. and lessons learned over the years. as i said, we've been doing these for several years now, and we've learned a lot of lessons. one specific lesson, an example of that is on third street in soma. the idea is we integrate all of the time. when we do a project, it doesn't mean we walk away and leave it and say, our work here is done. third street in soma has a red transit only lane. it has one for several years, and it is not working well. and most of that is due to traffic on third street, especially at the p.m.p., and after ballgames, people are trying to get to the bay bridge. right now our transit lanes are the second lane from the curb. it is basically useless during those times of the day because there are so many cars in there trying to make turns on to the bridge. we worked with our operators, as well as our
