and since you are an m.t.c. commissioner i think you are certainly aware that the legislature, the governor signs the bill, just gave m.t.c. an authority to put housing measures on a regional ballot at some point in the future and i do wonder how that initiative and this initiative will play off each other and whether or not they could possibly come together. i think as subject matter, they belong together. as a political matter, that may be somewhat of a challenge because we are asking people to bite off two big subjects at once instead of one. but whatever goes first puts the oat in a secondary position if they don't go together, and i worry about that. housing seems to be left at the altar every time. that's one subject. the second one like peter, i wanted to talk about transformation. and the project i've heard most associated is the initiative of the transbay 2, between the west and the east bay, and that would transform things in lots of different ways. but how many people with actually ride it will depend

so if we make it through that hurdle, hopefully then be able to go to m.t.c. and have the authority to place it on the ballot in late spring or summer. so this is the quick summary of the feedback that we have gotten from the outreach that we have done to date. so, everyone wants us to focus on transit. they want major investments that will transform the system and not just a bunch of priority projects from all over the place. they really want something that is transformative. they want to integrate the rail as seamless, they want regional express bus lanes, fast express lanes, heard a lot from the outreach people want express busses but also need dedicated lanes so they can get out of traffic. like we mentioned already, hearing a lot of support for discounted fares for low income riders, including students, and seniors. really want great walk and bicycle access, so the consideration so good access to transit. and having, making sure we have a flexible system to think about using new technologies also help with the last mile connections. and of course, you kno

about this before and i think this is -- it's very true and so you know, the work that's been done at m.t.c. and elsewhere on starting to build out the express lane network is something that we have heard from a lot of people, should be completed as part of this measure. and having a sort of a regional, gapless regional express lane network, which operates seamlessly so we don't have nine different counties and a bunch of j.p.a.s operating their express lane networks with their own rules and everything, having a gapless express lane network, forms the basis for a sort of a sort of a truly seamlessly-run express bus network around the region, which integrates with an upgraded rail network, also operates seamlessly could be the sort of one of the foundations and express lanes could be one of the drivers, one of the demand sort of producers. we are also thinking that on one of the ideas that we are exploring with our business partners and others are looking at kind of the regional scale t.d.m. program. that's something that the last time this was tried was in the early 1990s, coming out of som

m.t.c. is in the mid of beginning their next plan barrier process. so as they have new projections, we'll take a take a look at thod see how it changes as well. >> supervisor fewer: yes. i'm wondering then are we taking into account, if there would be a slowdown in the economy? if we hit a recession. you know, in the bay area corridor we are very dependent on tech. that tech industry. and if we see fluctuations there, that might last for a long time. do you have a contingency plan with your board about what might happen? and a modified timeline if we were to have actually a recession. >> sure. i think the way i would answer that plan is, you know, we very consciously called this a 2040 vision. by doing that, really what we're trying to say is a long-range vision. so we're trying to look at everything that's on the board today and put together the pieces of what -- how does it all fit together in the long-term. when all of these big projects are built and done, how do we make a complete system. some of the way we've built that analysis and the work we

piloting a discounted day pass, which is something that we haven't had before, but we are working with m.t.c. to try and set up. that is in part response to feedback that we have heard about our current clipper fair, which has a reduced fare for people who use clipper that has a higher cash fair. in 2014, our board past the equity policy which made us the very first agency in the nation to blend the equity needs with the budget process. as part of that policy, the board sit out the expectation that a series of routes that we identify with social justice advocates perform as well or better than our average, and then as we identify performance improvements, particularly around service and capacity, we have concentrated those on routes that really serve as means of concern. we recently received an award for a community outreach process that we did on the 27 bryant, which was identified in our equity strategy is having very poor reliability, particularly as it went through the tenderloin and the south of market neighborhood. we are pleased to have recently implementing those changes. as we prepa
