janice mackey farris is joining us from beijing, what else are we learning from this? >> reporter: good morning. this is the latest provocation by north korea and seems to run in line with a series of protests by the regime, given the u.s. joint military drills currently underway in the area with south korea. there was also a propaganda video surfacing yesterday that showed the "uss carl vincent," the american aircraft carrier in the drills engulfed with flames with threatening messages super imposed on it. that seemed to be a response to the warning from the u.s. secretary of state rex tillerson during his asia visit last week that all options are on the table. and that could include a preemptive military strike against north korea. kim jong-un has threatened that he will soon test a missile capable of reaching the united states. so this also suggests there's been improvements, incremental, but incremental advances in the technological capabilities of north korea despite the sanctions. so it is unclear what steps the u.s. could take, to include more sanctions or ramp

nbc's janice mackey frayer is following this. are both sides going to heed this warning and what influence does china have when it comes to north korea? >> it's unlikely they'll heed this warning. the provocations from north korea have been increasing in frequency. two missile tests since president trump took office. there is a north korea policy review under way in washington with the administration looking at all options. military measures are unlikely at this point, probably, given the tension that's currently percolating in the region. but they could look at further sanctions to try and constrain the finances that are going in and out of north korea. the most likely option would be to try to lean on china for it to use its clout with the regime. >> tell me what china's motivation is here. are they trying to defuse a situation because they doent want a war breaking out in their backyard or they have other motives? >> the u.s. has long complained china has not done enough to rein in the north. beijing is increasingly frustrated

joining us live from beijing, nbc news correspondent, janice mackey frayer. north korea stepped up its testing all month. also yesterday there was a north korea propaganda video that surfaced showing the "uss karl vincent" engulfed in flames and superimposed with threatening messages. it was seen as a response to the warning last week by secretary of state tillerson that with north korea all options are on the table and that includes a preemptive military strike, and so the tension keeps escalating, and there was a rocket test earlier in the month, and the threat from kim jong-un that they are close to having a missile capable of reaching the united states. even though the test today failed, it shows that north korea is making at least incremental progress in its capabilities despite u.n. sanctions, so in terms of trying to formulate a policy response, it's unclear what measures might work. the u.s. will step up on beijing for china to use its influence, and china has strategic concerns, and china in the game of optics is not going to be seen as the u.s. tool
