madam chair? as you know, supervisors, the annual budget process for the city and county requires that the board of supervisors approved an interim appropriation ordinance and annual salary ordinance. that is for fiscal year 2011- 2012, on or before june 30, 2011. as the chair indicated, the purpose of these interim ordinances is to provide expenditure authorization for various departments during the time that the budget and finance committee is reviewing the mayor's recommended budget for 2011-2012. on page 7 of our report, regarding the revisions that have been proposed, the administrative provisions of the interim manual -- and from the annual appropriation ordinance and salary ordinance, those revisions are described on pages two through six. there are two items that we consider to be policy items. one is section 8.3 of the administrative revisions, the appropriation ordinance, and that would delete an existing requirement that the comptroller report to the board of supervisors on the revenue impact on the state budget on the general fund. it up -- it would also delete the provision that the bo

conrad: madam president, the city of minot, north dakota, my hometown, is facing a dire emergency. minot and other communities on the sou r*eu s river in -- sou r*eu s river in my home state are facing a flood of epic proportion. i'm told the sirens have just sounded in that town alerting people to evacuate. you can see this is the headline this morning from that town's major newspaper. and the headline is, "projection: devastation." minot residents evacuate as historic rise in the souris river approaches. this flood is the result of overly wet conditions for a record period of time, a record snow melt combined with record rainfall in the basin above the city. we're now told that perhaps a third of the city will be under water. and unprecedented rains have filled upstream reservoirs to capacity, leading to a dramatic change in the forecast in just 48 hours. on saturday we were told that we could expect a flood level 1,555 feet in the city. on monday we were told 1,566 feet, an 11-foot increase in 48 hours. the result is the fences that have been built up over an extended period of

madam chair. i just would like to say good job to the city staff in helping facilitate this to this point and look forward to the continued conversation and ultimately to the implementation. supervisor chu: thank you. just returning to a few questions from me, i want to turn the focus back a little bit to the finances. with respect to the phasing in of some of the improvements, i see that there is going to be roughly about $1.5 billion worth of investment, whether it is infrastructure, transportation, open space, so i'm trying to understand using isd to pay for a redevelopment mechanism. the margin is quite thin. we have only 8% that would be going to the general fund, and that represents $3.8 million of which we would not be bonding against, and that is the margin above which we are receiving money. the rest will go to debt service to pay for the improvements. i'm just wondering, as we go down this process if the property tax revenues do not come in as we expect, if the numbers do not come in with a $3.8 million margin to the general fund, what is going to happen with this project? are there item

madam clark. i am introducing to resolution today. this is declaring san francisco a summer learning city and hopefully will kickstart the city with non-profit programs and activities for all kids that need that extra help. most students lose about two years of great level equivalency over the summer two months. low income students lose about two months in reading achievement compared to the middle-class peers that make gains. more than half of the achievement gap between lower and higher in comeyouth can be explained by an equal access. low-income youths are less likely to graduate from high school or college. summer loss accounts for about two-thirds of the difference. children tend to gain weight over the summer due to inactivity. this resolution helps try to shed light on this reality. this weekend in district 5, there is a festival that encourages people to pay a visit on saturday and sunday. the first time in some years that this is returning to the fillmore. it is a weekend festival that the african-american community is very proud of. there is a district 5 cleanup. get your trash into the big three bands. we are mobilizing hundreds o
