reid: madam president, yesterday morning a man walked into a pancake house in carson city, nevada, our capital, and proceeded to, with, i'm told it's an ak-47. he first shot some poor woman outside the pancake house, killed her; walked inside and started shooting with this automatic weapon. killed three national guardsmen, killed another innocent person, and we have a number of people who are in the hospital. we hope that no more die. we're still learning the details of this tragedy. we do know that five are dead. he killed himself following that rampage that he went on. the national guardsmen, as i understand, there was five of them, they were having breakfast prior to their duties, and this madman walked in to kill them. these three people who, one of them is a woman who -- one of my outstanding employees who is a colonel in nevada army national guard, an airman, she was his assistant when he does his duty out there. killed her. it's sad that this violence is around us even in little carson city, nevada. citizen soldiers sacrificing their time to defend our country are killed having

madam president, it's staggering to understand the depth of the concern that people have. yesterday morning i received a dprawl kent conrad, the senator from north dakota to proceeded to explain to me about a city in north dakota by the name of minot, north dakota. a town of about 40,000 people. i'm sorry, 25% of the homes in minot, north dakota are under water. most of those under water are ruined forever. these are not big mansions. they're homes, people have lived in, sometimes for very, very -- for a very, very long period of time. yesterday i was speaking to senator hoeven who certainly knows north dakota as well as anyone, served as governor there, now in the senate, and we were talking about the flood. and of course one of the things people are saying, why didn't congress and the president plan for all this? well, as senator hoeven described in some detail, how do you -- how do you estimate something that has never, ever, ever happened before? not a 50-year flood took place in north dakota. not a hundred-year flood, not a 500-year flood. it's something that has never, ever happened, ever. and this in spite of the fact that they've built some dams, even some in canada stopped the flooding

madam president, i also want to call 0 the attention of the senate another extraordinary fleadged our state -- tragedy in our state, that is a gentleman named michael garafano. he was an employee of the city of rutland and rutland was very hard hit by this disaster. and he and his son went up to a local dam to inspect the condition of the dam. they were hit by a flash flood, and both of them lost their lives. so here we have an extraordinary public servant trying to protect the well-being of the people of rutland, and he gave his life in that effort. mr. garafono's effort will never be forgotten. madam president, as we go forward, i know that not just for vermont but for new jersey, for north carolina, we know that upstate new york was also hard hit. i have every confidence that the senate and the house will do for hurricane irene what we we -- we have done for other natural disasters that have impacted different parts off your country. i look forward to working with my colleagues to make sure that as americans, we rebuild those communities in vermont and in other sections of the country that were devastated by this terrible flood. thank you very much. and i note the absence of a quorum.
