wallet wallet thank you, madam speaker. mr. walden: thank you, madam speaker. i rise in support of this bill. my wife and i were small business owners for nearly 22 years. i know what it's like to sign the front of a payroll check and to deal with government rules and regulations. here's a perfect example of what my farmers and ranchers face in oregon. these are new rules that are coming out from the environmental protection agency that are relying on what they even termed as a national marine fishery service document that was less than transparent. this affects new set-asides if you use modern chem cams at all to grow america's food and the world's food. these are new setback provisions that are being required in buffer zones that could in some cases be from 100 to 1,000 feet along any body of water including intermittent streams. if you're from the dry side of oregon you have a lot of intermittent streams, they flow with runoff and then dry up. the practical effect though you is could lose most of your farm land. this is an example, run through their models,

. >> madam chair, members of the committee, i am a lawyer. we represent recology. i was a principal negotiator for recology for the landfill agreement and the participation agreement. there were no flaws in the rfp process. the department of environment conducting a proper process, in my view, and followed the law, but in regard to the landfill, waste management made a bid, a recology -- and recology bid less than half that. that should be the end of the story. this is clearly the best financial deal for the ratepayers in san francisco, but turning to the second transportation agreement, recology's proposal provided an estimate and not a bit, because that was not called for. during the negotiations, the department of environment wanted to nail down the transportation costs, to have recology contractually committed to the transportation costs, so a transportation contract was separately negotiated because of the request made by the department of invar in the during the course of the negotiations -- department of environment during the course of the negotiations. the

madam chair, this c.r. attempts to cut the fat out of the department of homeland security and does so in a way that does not harm vital security operations. the gentleman's amendment cuts everything across the department and that is both unnecessary and potentially harmful, especially at a time of mightend threats and terrorist activity. at this point, i yield one minute to the gentleman from washington, mr. dicks. the chair: the gentleman is recognized for one minute. mr. dicks: i rise in strong opposition. the department of defense was not spared from cuts. the bill already slashes $15 billion from the president's request. this amendment would take it down another $18 billion or $33 billion in total. i'm concerned that the levels of cuts proposed by the gentleman from california go too far and will adversely affect many defense readiness programs. such as i said in other areas, this is not time to take a hatchets to these programs. it would cause d.o.d. to terminate contracts which will force companies to

madam clerk, call item seven. >> affirm the commitment to the project. this is an action item. >> good morning, commissioners. maria lombardo. you got a preview of this back in november. this is a three-part action the primary part is the primary plan for the subway project. for context, december 2011 is when the sfmta will get funding for the project. this is a pretty big deal. it is all 1.7 $5 million project -- $1.75 million. it represents the federal commitment to fully funding the project. it is a really big deal for the project. that is the plan -- let's back up a second. there are many things the mta has to do, to provide in order to have the full funding -- full funding granted. one of those is to show the dollars committed to the project within the guidelines that is scheduled for later this month. they have asked us to take a similar action, which includes three affirmation of the project as well. i will go over a few parts of the funding plan that we had in november. this focuses on the funding plan. we had $100 million of funding. i am sorry.
