. >> thank you, madame president. is shauna verago here? come on up. today, many of us in the lgbtq community are reflecting on the trailblazing leadership of harvey milk. he did and said things that at the time few other people were willing to do, say or demand. at today's meeting i'm honored to give this to another trailblazer, shauna verago. in 1997 when the transgender film festival started many refused to screen the movies and the founder of alex austin and christopher lee had to create their own space to share authentic representations of trans lives and experiences and the transgender film festival, the first trans film festival in north america was born. shauna, who served as the festival's artistic director took over of the event in 2003 and has overseen it's continued expansion and success. during the last decade and a half, shauna has expanded the festival from a biannual to annual event and secured the location at the roxy theatre, in district 8 and support the work of more than 1,000 trans artists. earlier this month, the transgender film

madam president i am very proud of the federal workforce from the state of maryland but my colleagues should recognize that they live and work outside the dc area. also over 30 percent of the federal workforce are veterans and are now serving the country. let me tell what you are in for. without legislation being enacted the individuals that are required to work will have to work without getting paid for go then they can get a paycheck for the work that they can done but those on furlough would not receive funds even thoughir it is not their responsibility they could not work so they would lose that leadtime as a result of the government shutdown. so that legislation we will ask consent will make it clear to the federal workers to make it clear if we do have a shutdown come as soon as it ends, the next available time the federal workforce will receive their compensation. so they know they will get their salary when the government reopens. because right now they don't know that. and to recognize with the lead time so they don't lose that. we have had shutdowns and have included this ty

madam clerk, general public comment. yes, still doing that for the special board meeting. >> at this time the public may address the board up to two minutes on subject matter items within the board's jurisdiction, but not on a free city college. first speaker, please. >> city college for free, first of all, i want to point out to you that there's nothing for free. during the budget cuts, two executive females for city college came up here and said it's a good program but we here before the budget today because we are $5 million in debt. so that's proof nothing for free. you just testified you got multi-million dollars of dollars from proposition w, if so, why is city college $5 million in debt per year. you want to continue this program for 20 years, 20 years times 5 million, $100 million that the city is in debt. another example of the situation enjoyed by preferential treatment said the people but not enjoyed by the most vulnerable people. you have lower level institutions of schools in order to get to the best schools

. >> madam president, at 5:30 we will be voting on the first procedural step to take up criminal justice reform legislation that started back in 2013 when i introduced a bill we called federal prison reform. this legislation is based on prison reform, but has taken on some additional attributes relative to how we sentenced and how judges sentenced people convicted of various crimes, but let me explain a little bit about why this should be a priority for the senate and for the congress and for the country. we know that the cycle of crime is all too common. people commit crimes. they serve time in prison. they get out of prison. they commit another crime. they serve time again in prison. they're released. this is what one young man in houston a few years ago when he was talking about his own experience, he called himself a frequent flyer. somebody caught in that revolving door of prison, and crime. but in texas in 2007, or thereabouts, we had some far-sighted visionary leaders, actually, who decided instead of just being tough on crime, which texas has always had a reputation for, we neede

now, madam president, on another topic: tax reform. when i delivered p my maiden speech on the floor of the united states senate, when i delivered my maiden speech on the floor of the senate i was struggling after being knocked down by the great recession. the that elimination and home foreclosures when we had double digit unemployment. the housing market has recovered, home prices are increasing. now we are one of the fastest-growing states in the nation. nevada is booming because this congress delivered tax cuts that put more money in america's paychecks and pocketbooks and pensions and we advanced progrowth policies that led to more jobs, higher wages and more opportunities for nevadans. as a member of the senate committee on finance i'm proud to authorize and offer several provisions in the tax cuts that included and not limited to doubling child tax credit from $1000-$2000 per child. since the law was enacted tens of thousands of jobs have been created and recently nevada's unemployment rate is at a new 11 year low. the lowest rat

>> thank you very much madam chairman. the u.s. had negotiated an agreement with russia as we pointed out at the presidential level one year ago. the russians did not adhere to their commitments under that agreement, and they not only allowed, but they supported, the influx of syrian forces into the southwest with the humanitarian, and other consequences. the administration issued warnings of a diplomatic nature, absent military force, for which there was no legal authorization, the administration was not able to take further action directly at that point. what this led to directly was a series of decisions by the administration, first of all, to continue our presence in syria against diocese, because that is what they are therefore, that is what the authorization is, but to ensure that we don't turn that omission over to anyone else until it is finished, particularly anybody else who is liable to abuse the people in those areas, abuse our partners and everything else. that is one decision a second decision was to strengthen the ab
