thank you, madam speaker. this amendment requires the discharge of private education loans in the event of borrower dies or becomes permanently and totally disabled. republicans are very sympathetic to both situations. private education lenders already provide relief to the estates of the deceased student borrowers and the student loan borrowers who become permanently and totally disabled if requested. furthermore, in a competitive market student loan seekers are free to choose between lenders who observe similar practices and those who do not. congress should not attempt to legislate the terms of agreement to which the parties have already agreed. this amendment imposes a new condition on private education lenders in contracts that haven't been negotiated or discussed between the lender and borrower. if this amendment becomes law, the clause would be automatic. i creasing compliance cost for lenders, deamericanning the market value of existing loans, and having a down stream effect in other credit markets. th

with that, madam chair, i am happy to answer questions. >> thank you madam secretary. i now recognize myself for five minutes for questions. since i joined this committee three decades ago, i have been consistently focused on and homelessness. not just managing it, but ending this national embarrassment for one of the richest nations in the world. as you know, homelessness is also a racial justice issue. despite representing less than 30% of the total population, black, indigenous, and latinx individuals make over two thirds of the people experiencing homelessness in america. once again, they fall into homelessness, they are far less likely than their white counterparts to be able to access the health and mental health services that they need to obtain and maintain housing. just last week, a team at the urban institute, led by mary cunningham, who previously testified before this committee on ending homelessness act, conducted a study on the effects of permanent supportive housing and interrupting the costly cycle of chronic homelessness. in a randomized trial, partici
