madam chair for having me here and supervisors i'll be brief. i think we were well planned for 109 to come in. we were well situated as well as other counties. i have a couple of of comments for the district attorney's office. realignment and any entry i kind of use those terms together are things that are sort of due for prosecution. we had to have a new metric and under the leadership we are reviewing and renewing and public safety being the main concern. many counties believe that the district attorney's office would put people in just like a a long time. i want to commit briefly on something that was said which is the consolidation of the insensitive commission and the cc that and i agree with her i, you know, that's one of the recommendations but it's two different roles the cc that really towards the community the insensitive commission i call it realignment and prelifetime and sentencing reform it's a different role and deals with one of the percentages there are 11 perching percent of the people who are re-offending. but there are new fo

i -- it -- this has been an enjoyable tenure on this committee, and, again, i thank you, madam chair, for your great leadership of this committee. i marvel at the fact that our chair was, has unique distinction of having served on the agriculture committee on the state legislature, the u.s. house, and the u.s. senate. i don't know that anyone else has ever had that kind of a career, so, again, i thank you, and thank you for all your diligence in getting this bill through hardships, the budget fights we had, we had the bill, i thought, put together last december if i'm not mistaken, and then you know what happens outside the committee so we didn't get it. again, hopeful to get it over the line now. a couple things. look, i know there's a lot of problems we have, budget problems to solve overall generally, but, again, i take great solace on the fact we worked hard to limit those budget impacts on rural america. rural america, small in numbers, we don't have the clout in the house, we still do in the senate, thank goodness, but not in the house, and so a lot of the cuts seem to always fo

>> madam chair, i do. what this amendment would do, this is thune number five for those of you who are following. what this does, madam chair, is the adverse market payment program does not exist in current law. it is iteration of the target price and countercyclical program that is currently in the current farm policy and the chair's mark includes that the amp program for all commodity crops and rice and peanuts, amp leaves target prices now called reference prices same for all commodity crops same as they were in the 2008 farm bill but does substantially increase rice and peanut target prices from the 2008 farm bill levels. under amp, the rice reference price is $13.30 per00 weight and peanut reference price is $523.77. also under the amp provisions in the chairman's mark, peep nut basis and yields are allowed to be updated and only rice yields are allowed to be updated rice basis at the 2008 farm levels because rice has been underplanted for the past five years. what the amendment does very straightforw
