. >> reporter: live in the court today madeira for about 14 years he has walked along the canals nearis home almost every day. this week he noticed that the water and the canals and nearby lagoon has been drained and that sent thousands of fish were left stranded and dine in the muddy bank. >> reporter: apparently these waterways are managed by the town of cortlandt madeira. i left a message with the public works department thursday afternoon, but have yet to receive a response. according to the city's website the salt water and the lagoon at canal is pledged in two san francisco bay on a regular basis so crews can perform it on the pumps, generators, gate and screen. every fall a menace. began on the third sunday of october and continues until the following weekend. that means water should be a flowing back into the canals in just a few days. >> in the meantime, john has been catching fish and that race track and stagnant pools and setting them free in the bay. --bat rays, >> reporter: he is hoping that when the water is trained and the future a better effort can be made to protect t
