. >> supervisor cohen in >>supervisor malia cohen: thank you everyone. i just want to briefly speak a few things into the record. first and foremost earthquake round request a follow up hearing. you may recall that there were families and children who were impacted by a shooting and hearst playground back in june 2014. as many of rib the neighborhood camp counselor was fatally shot in the playground basketball courts. as you can imagine the incident impacted people in the valley neighborhood including many youth that are in our unified school district. following the incident, city departments including but not limited to department of public health, district attorney's office, the victims unit and the san francisco unified school district to those who were impacted receive the appropriate support services they e need including counseling and mental health support and many had to start a new school year after it happened. it is been about 6 months since this incident and i would like to receive an update about this incident including the services they hav

. >> okay, and at this time we would like to welcome to the stage supervisor malia cohen. >> thank you, very much. hello, everyone, are you ready for the highlight of today's committee hearing? i'm excited. colleagues, thank you. i am excited, this is a really important topic. we need a little excitement when we're dealing with these important life and death issues. as many of you know prop 47 was passed last november by the voters. the measure changes low level, nonviolent crime such as simple drug possession and shoplifting from felonies that carry prison terms to misdemeanors. now, the change, however would not apply to any serious or violent offender. now, up to 10000 state inmates are expected to be impacted by this measure. the measure is also anticipated to save the hundreds of millions of dollars which will be channeled into safe neighborhoods and school funds for items such as anti-crime programs as well as truancy prevention programs. now, i requested this hearing so we can begin to better understand how prop 47 will impact san francisco right here on the local level. now, th

. >> we have supervisor malia cohen joining us for this item and we have presenters. would you like to take over this agenda item supervisor cohen. >> yes. thank you very much. i don't see my presenters or my speakers. i will start with my opening remarks and let them filter in, so good afternoon colleagues. thank you all for being here today. it seems as though every week the news is giving us a reminder of the importance of this work that we're doing but everyday gun violence inflicts tragedies that don't make the front pages. although the majority of these shootings rarely make national or local headlines the tragedy and trauma they cause is no less real. i am committed to working within the city structure and community to save every life that we can and working collectively to restore the safety and confidence to our communities with deliberate concrete steps to stop gun violence. almost every study produceds same results families and people of color suffer from the majority of gun violence and one of the leading cause of deaths for teens. these numbers hold true

. >> at the same time you and your colleague, malia cohen a supervisor who has a district that has a of crime, have asked for more accountability and are looking into an audit that found some 47 50 million dollars spent on violence prevention has very little accountability. what do you make of that? >> so there's no accountability. there's no -- these program dollars are mostly being spent in locations where this gun violence is occurring but not at a substantial rate in comparison to for example, the bayview hunter's point. it was really alarming to find out that out of this $46 million not a lot of it is going to the bayview hunter's point where we all know, even just reading the newspapers, that gun violence occurs there more than any place else in the city. >> so where's it going? or you don't know? >> it's going to a number of community-based organizations. primarily in the tenderloin and in the mission where it's definitely needed. but what's important is that we redistribute funds, we hold organizations accountable to serve those neighborhoods who need it the most as well. >>

programs here are suddenly under close scrutiny thanks to a just released study commissioned by malia cohen out and doing an about face and we're just stopping and we're going to start to do things differently. >> reporter: the report by the budget analyst says 45 million khrars was spent on violence prevention programs mostly for youth -- $45 million. but the city has no strategy to prioritize which get funded and what impact it has. >> so we're spending money and we're not sure if we're doing a good job or a bad job. some would say that's doing a bad job. >> the city over the last 20 years has had many violence prevention initiatives than an ice cream shop has flavors of the month. >> reporter: the public defenders office is one of 11 city agencies that offers some sort of violence prevention programs. >> there is in san francisco a disconnect between all the different groups that are doing some form of violence prevention. i think it's important that we get on the same page. >> reporter: the full board of supervisors will take up the report next week and cohen says she will push for new
