carolyn maloney, right here, of new york, she authored the credit card bill of rights. i know because i was her number two. we pushed very hard to get this bill through. now, it could have been a lot harder. it started out a lot stronger. there are the pressures from the credit card companies, banks and others are the financial industry, if you will, to push back. we had to find the votes to push something. but that's one of the reasons now you get your credit card bill and you have that little place where it says, if you pay the minimum payment of $25, whatever it is, it is going to take you 50 years to pay off your balance. on the other hand, if you pay $86 this month, it will take you three years. now, i've had a lot of my -- the people that i represent tell me that really tells me something. it's really helpful. it really tells me something. they were doing other things. if you had a balance of $1,000 on your credit card and they hiked that credit card rate from 15% to 20%, they would apply that 20% to the $1,000 you already had on there. you can no longer do that.

maloney: madam speaker, it has been nine weeks since superstorm sandy swept across the east coast. 24 u.s. states were in some way affected by sandy. the storm killed at least 131 people in eight states. hundreds of thousands of homes and businesses were damaged or destroyed. the unprecedented disaster caused billions of dollars in loss and economic disruption. just two weeks after hurricane katrina hit the gulf coast, this congress approved more than $62 billion in federal aid to help the devastated area get back on its feet. after hurricanes ike and gustav hit in 2008, a supplemental proacheses bill passed this congress overwhelmingly. all of these aid packages were approved by strong bipartisan majorities in both chambers. the results were obvious and the speed imperative. we need to pass it. nothing has changed. that is what we did for others. that's what we need to do to help this devastated area. the speaker pro tempore: the gentlelady's time has expired. for what purpose does the the gentlewoman from ohio rise? ms. kaptur: to address the house for one minute. revise and extend.

maloney for two minutes. >> thank you, and welcome to the witnesses. title vii of dodd-frank is in many ways the heart of our financial reform. derivatives trades were uncredited. transacted completely in the dark between two counterparties with little oversight. and the financial crisis proved that a foreign financial institution became overly leveraged and invested in overvalued instruments, that one institution could bring down the whole system. aig, confidence fell like that, and they came before this committee and told us they didn't know where those swaps were. they did know their exposure. they only needed 50 billion. they kept coming back. next time, 85 billion. we still don't know what's going on. it ended up being $185 billion in taxpayer money. dodd-frank tried to change that. it put rules in place, capital and margin requirements, reporting including components and other checks on institutions ability to add risk to the system to put some bite so the people could understand what was going on. now, the cft, to its credit, has released roughl

that's why i've introduced, along with congresswoman maloney from new york, the bipartisan safer act, companion bill with the bipartisan bill in the senate by senator cornyn and senator bennett. the safer act does a lot of good things but basically it allows funding to go and -- so that we make sure we test these cases. it audits these backlogs so we know where these cases are that are sitting on the shelves. it does the audit. it brings funding and brings these cases to justice so that we can make sure that these victims of crime have their day in court as well. d.n.a. is a wonderful thing, and it's important that we make sure that evidence is available for law enforcement, for prosecutors and judges in the courtroom. she was a child, lavenia was a child when she was sexually assaulted. that was a long time ago, but there are 400,000 cases waiting to be tested. this is something we can do in a bipartisan way today to test those cases, to bring justice to the victims of crime and make sure those outlaws get their day in court as well and be held accountable for the rape of children in

we welcome our colleague, the honorable carolyn maloney, who represents new york. we will recognize her for a statement. thank you and your welcome. >> thank you. i am truly honored to be here at the final hearing. i want to thank him for his focus to bring high-speed rail to the northeast corridor and the support of the second subway. i appreciate this was held in new york. i would like to say i know this is your last hearing and i know you will keep your focus on the northeast corridor. i would like to challenge you to start a bipartisan caucus of republicans and democrats to work together on all of the affected states and communities because we know how hard it is to push proposals through congress and make them happen. i truly agree with your analysis that we could cut the price down to one-third and we could cut the time down 1/3 and build it in 10 years. those of us who care about it decide to focus on it. always such a great advocate on high-speed rail. i hope you think about that and i appreciate what you have done already. i want to begin my comments by th
