it's good politics for joe manchin, who's trying to win in a red state., when does this become hard to be involved with a project like this? >> well, i think it's hard for most people who hold office, frankly, because as you know, you have litmus tests, a lot of party pressures, particularly in primaries and the like. and i think that's why most of the folks, senator lieberman and mayor bloomberg being exceptions, find it a little more difficult to participate in something like this. but i think probably the majority of american people have seen politics getting more polarized over time, more litmus tests, more partisanship and they're really looking for answers at this point. they're looking for a work product from the congress that they haven't been able to deliver in the last ten years. >> so how do you look to enforce this movement? so when politics become divisive, what does this movement plan to do about it or say about it? >> as we saw in the primaries last year, one of the difficulties is in both democratic primaries, moderates have fled both part

[laughter] >> i would just observe that i believe senator chambliss is correct, the report says total evaluation of the members of the military, a majority of them opposed the change. we don't need to be in a misimpression that there's some great ground swell of support for this. and i -- talk a little bit about how hard our military men and women work to prepare for combat. i mean how many hours they work, how many hours they work during the combat period, and how anything that adds to that can be a difficult thing. i would observe that the army, marines, and air force chiefs of staff all have question that this change. and that represents 75% of the men and women serving our country today. and i think on the governor's question about our cost is something that we probably should look at a little more. there are many other factors, i think, that go into that. i want to take general schwartz. one quick question for you. on a different subject. i know there was an inadvertent, i believ

[laughter] will get tacked on to an appropriations bill or, you know, the debt ceiling or what have you. and that gets really interesting if you're a student of the senate. i worked there a long time. what reid's going to do, for example, and if on the debt ceiling he could fill out all the ability to offer amendments called filling the tree and preclude and then if they get cloture on the debt ceiling -- and i just use that as an example -- then a rockefeller amendment in the form of his bill would not be germane. and so he couldn't offer it to something like that, so he'd have to have the votes to overcome determination he wasn't germane anyway. so the procedural stuff is, is a big deal in all of this. believe me, i've been in meetings where people just talk about this endlessly. it's because it's what they do, it's what they're paid to do, and most people who get involved in these discussions love it. that's why they're doing what they do anyway. >> can i follow up on that? >> yes,
