manchin: let me just say that i graduate now. no matter what the interest rates are, no matter what they might have been, i graduate and economic times are tough. i find a job. it's not what i think my value is, but i find a job at $40,000. and $40,000, i'm married now and i have a child or two. don't we have in our bill a protection which has been in place for a long time, both democrats and republicans have supported this protection, which is called income-based repayment? i'm only, by law, i can only pay 15% of my disposable income. and i think that breaks down to my payment can only be $142? $142. isn't that a subsidy too? would we be subsidizing that to a certain extent? i'm also understanding if my economic condition doesn't improve and that's all i pay, by the end of -- by the end of 25 years, it's exonerated. i pay nothing. i'm done. mr. alexander: if i could respond to the senator, the answer is yes. i think it's fair to say that the consolidation option that a student has in case the rates go up at 8.25%, can be called

manchin: mr. president? the presiding officer: the senator from west virginia. mr. manchin: mr. president, we can fix or student loan program today with a "yes" vote on bipartisan legislation to lower interest rate for all student borrowers. the bipartisan student loan certainty act is a long-term fix that is fair, it's equitable, financially sustainable and fiscally responsible. this compromise will save students $8 billion in interest this school year, which translates to $31 billion in savings over the next four years. that means a savings of $2,000, mr. president. the presiding officer: the senate will be in order. mr. hanch in: that means a -- mr. manchin: that means a savings of $2,000 in interest for the average freshman student who starts college this year. a "no" vote will prevent students from this savings. there's simply no better investment we can make than the education of our children and grandchildren. i urge our colleagues to make that investment and vote to support this long-term bipartisan fix. mr. reed: mr. president? the presiding officer: the senator from rh

and then look at the proposal by senator manchin, senator carper, and me on this side. what our proposal would do is set the rates on a long-term solution where a student could come in this year and if you are a he an undergraduate student at the university of tennessee, instead of your rate being 6.8%, it would be 3 bo.66%. the democratic proposal, i repeat, does nothing for 6 million middle-income students who are going to be paying 6.8% when they should be paying, if they're undergraduates, 3.66% under our proposal. that's half as much. there is a no need for that. i think it is like many other situationsment we have some misinformation going back and forth across the ism i hope my friends on the other side will take a look at the burr-manchin proposal. the right thing to do is to say to these 10 million students, all of them, every single one of them, when you go to take out your 18 million loans this year, you're going to be paying at a rate that's fair to taxpayers and fair to students. it is fair to taxpayers because it won't be costing the government any money.

or go to class -- the manchin-toomey amendment would expand the background check system to cover commercial gun sales but i've heard from a lot of minnesotans who support the proposal, regardless of their views on other aspects of the president's gun violence prevention initiative. this committee heard a lot of testimony from law enforcement leaders who said that the background check saved the lives. what are your thoughts on this? >> i believe that the background check system that is currently in place, which since 1998 had kept legal fire arms out of the hands of nearly one and a half million bad guys has been effective. is there room for improvement? yes. and we do with the current system? we have. i follow with some interest the debate and will defer to this body, and congress generally, to do what you do with respect to expanding, or not expanding, background checks. i can tell you that the current system is very effective in working within the limits that it is totally working. but there's always room for improvement, including tightening up what could be characterized as the graymark
